Herodotus as a Child?

From Travels with Herodotus, by Ryszard Kapuscinski (Vintage,  2009), Kindle pp. 44-46:

When I immersed myself in various sources, however, I learned that we know little about Herodotus’s life, and that even the few facts we do have are not entirely reliable. For in contrast to Rabindranath Tagore—or, for instance, his contemporary Marcel Proust, both of whom meticulously parsed every detail of their childhoods—Herodotus, like the other great men of this epoch—Socrates, Pericles, Sophocles—tells us next to nothing about his. Was it not customary? Was childhood considered irrelevant? Herodotus says only that he came from Halicarnassus. Halicarnassus lies above a calm bay shaped like an amphitheater, in a beautiful part of the world, where the western shore of Asia meets the Mediterranean Sea. It is a land of sun, warmth, and light, of olive trees and vineyards. One instinctively feels that someone born here must naturally have a good heart, an open mind, a healthy body, a consistently cheerful disposition.

Biographers tend to agree that Herodotus was born between 490 and 480 B.C.E., perhaps in 485. These are greatly important years in the history of world culture. Around 480 B.C.E., Buddha departs for the other world; a year later, in the Lu principality, Confucius dies; Plato will be born fifty years later. Asia is the center of the world; even insofar as the Greeks are concerned, the most creative members of their society—the Ionians—also live in Asia. There is no Europe yet; it exists as myth only, in the name of a beautiful girl, Europa, daughter of the Phoenician king Agenor, whom Zeus, transformed into a white bull, will carry off to Crete to have his way with her.

The parents of Herodotus? His siblings? His house? All of this is in deep shadowland uncertainty. Halicarnassus was a Greek colony on land subject to the Persians, with a non-Greek native population—the Carians. His father was called Lyxes, which is not a Greek name, so perhaps he was a Carian. It was his mother who most probably was Greek. Herodotus was therefore a Greek Carian, an ethnic half-breed. Such people who grow up amid different cultures, as a blend of different bloodlines, have their worldview determined by such concepts as border, distance, difference, diversity. We encounter the widest array of human types among them, from fanatical, fierce sectarians, to passive, apathetic provincials, to open, receptive wanderers—citizens of the world. It depends on how their blood got mixed, what spirits settled in it.

What sort of child is Herodotus? Does he smile at everyone and willingly extend his hand, or does he sulk and hide in the folds of his mother’s garments? Is he an eternal crybaby and whiner, giving his tormented mother at times to sigh: Gods, why did I give birth to such a child! Or is he cheerful, spreading joy all around? Is he obedient and polite, or does he torture everyone with questions: Where does the sun come from? Why is it so high up that no one can reach it? Why does it hide beneath the sea? Isn’t it afraid of drowning?

And in school? With whom does he share a bench? Did they seat him, as punishment, next to some unruly boy? Or, the gods forbid, a girl? Did he learn quickly to write on the clay tablet? Is he often late? Does he squirm during lessons? Does he slip others the answers? Is he a tattletale?

And toys? What did a little Greek living two and a half thousand years ago play with? A scooter carved out of wood? Did he build sand castles at the edge of the sea? Climb trees? Make himself clay birds, fish, and horses, which we can study today in museums?

Which aspects of his childhood will he remember for the rest of his life? For little Rabi, the most exalted moment was the morning prayer at his father’s side. For little Marcel, it was waiting in a dark room for his mother to come and hug him good night. Which experience did little Herodotus anticipate in this way?

Parajutes in Burma, 1944

Watching the ground operations at the airfields, [Gen. William] Slim was surprised by the range and flexibility of Snelling’s air supply. Rations, fuel and ammunition were, for obvious reasons, the priority, as well as mail, grain for animals and a host of other supplies. ‘The emergency and fancy demands made,’ he noted, ‘were also met with the promptitude and exactness of the postal order department of a first-class departmental store.’ These included blood plasma, instruments, drugs, spare parts for guns and other weapons, boots, clothing, the daily issue of SEAC (the new troops’ newspaper), typewriter ribbons, cooking pots and even replacement spectacles. The sheer range and logistical effort was mind-boggling.

From 2.30pm that afternoon, the first of a number of Dakotas and Commandos dropped supplies over the Admin Box. The multicoloured parachutes had been another bit of clever forward-thinking. Snelling had been unable to get enough parachutes supplied from India and there was no hope of acquiring the number needed from back home in Britain; SEAC was still bottom of the priority list for parachutes, as for everything. The answer was to make them of paper or jute instead – there were a great many paper mills in Calcutta and Bengal was the jute capital of the world. Paper parachutes, it turned out, would not work, but jute ones would. Slim now contacted the leaders of the British jute industry in Calcutta, asking for their help. He told them that to save time they were to deal with him and Snelling direct and warned them that he had no idea when exactly they would be paid. Despite this, within ten days they were experimenting with various types of ‘parajutes’, as they called them. By trial and error they soon arrived at the most efficient shape and weight of cloth, and within a month they had parajutes that were 85 per cent as reliable as normal silk parachutes. It was agreed they would be colour-coded – red, green, yellow, black, blue and orange, each denoting a different type of load. The cost of producing a parachute was around £20 at that time; the cost of a parajute was £5.

Despite this, Slim was rebuked for not going through the proper channels in securing these essential additions to the air-supply operation – not that he was bothered; some things were more important, and in South-East Asia they all had to use their initiative and think outside the box, no matter what some desk-wallahs thought. The entire war there was becoming an exercise in lateral thinking.

Indian Electrical Mechanical Engineers

Ascham’s small band of brothers was one of the echelon units attached to any infantry brigade. The fighting heart of a brigade was its three 900-man-strong infantry battalions – one British, one Indian and one Gurkha – but there were also support troops, from artillery to mules to engineers and signals to Aschaml’s Indian Electrical Mechanical Engineers, who were there directly in support of the brigade’s motor transport – MT – in the field. Ascham’s team were, in essence, a mobile workshop, and here in the jungle they were absolutely essential. In this treacherous fighting terrain, Slim and others had recognized that, as far as was humanly possible, fighting units had to be as self-sufficient at the front as they could be. It was no good a number of Jeeps and trucks slogging their way down Slim’s new brick roads from Bengal, across the newly hewn Ngakyedauk Pass and down into the Kalapanzin Valley only to suffer a collapsed axle or need a new gasket and discover there was no means of rectifying the problem. This, then, was where Ascham’s seventy-five Indian Electrical Mechanical Engineers came in. Their task was to maintain the fighting capacity of the brigade’s MT.

The single most important piece in their armoury was their large, 3-ton, four-wheel-drive workshop lorry. It had a powerful winch at the front and a canvas roof over a mobile workshop behind. This was kitted out with an impressive array of equipment: there was a lathe, a vertical drilling machine, a workbench with vices, racks for heavy tools, oxy-acetylene welding equipment, battery-charging gear, a vat of sulphuric acid, hydraulic jacks, hoisting equipment to lift engines, transmission blocks and other heavy items, as well as awnings, which could be slung from the sides of the truck or between trees. This meant they could, in theory, repair pretty much anything right there, in the field. They also had five further 3-ton lorries, a large-capacity water tank, three Jeeps with trailers and a BSA motorcycle, which helped them little, but to which Ascham had become quite attached. One of the Jeep trailers had been made into a generator from the engine of a wrecked Jeep they had discovered and they used this to power their welding equipment or to provide lighting. A second trailer was used to store spare parts, while the unit also had office equipment, tents, tables, benches, cooking gear, and weapons, including rifles, a machine gun and grenades.

Ascham’s engineers were a disparate bunch of young men, drawn from all corners of India’s vast reach and including Muslims, Hindus and Buddhists. Although some twenty-two different languages were used throughout the country, they had all learned to speak just one, Urdu, and were bound by a different type of language: mechanical and electrical engineering. As their officer, Ascham had made sure he learned Urdu, and fluently too, which understandably gave him a closer bond with his men. They all looked much the same too, after long months working out in the heat and sun; while trousers and shirt sleeves were religiously worn during the evenings, no one bothered much about wearing shirts during the day and so all were tanned the colour of coffee and, of course, everyone wore the same uniforms of olive-drab khaki drill, black boots and – the few Sikhs excepted – black berets.

The hierarchy was easily absorbed: Ascham was the boss, but the Indian NCOs were also held in very high esteem. A jemadar was the equivalent of a warrant officer, a havildar of a sergeant and a naik the same as a corporal, and yet Indian NCOs were accorded a level of respect and status that was higher than their British Army counterparts. ‘You were taught to look up to them,’ noted Ascham. ‘In a way, they were the Indian Army. It could not possibly have functioned without them. They advised, discreetly. They handled awkward incidents, privately. Their personal loyalty to you and the unit was essential.’ It was a system that Ascham certainly believed worked brilliantly well, and he was both proud and fond of his men, who, despite their differences of background, culture, religion and language, were all bound by what he felt was a palpable sense of honour, loyalty and, almost above all, good humour. They would undoubtedly need it in the weeks to come.

RAF & USAAF Eastern Air Command

Even before Tehran, that a restructuring of the air component was urgently needed was crystal clear to Mountbatten, and the advent of his new command helped provide the impetus for sweeping changes in December 1943. At the Chiefs of Staffs talks in Cairo at the end of November he was able to win the support of General ‘Hap’ Arnold, the Chief of the United States Air Force, for the creation of Allied Air Command. Arnold, along with General George Marshall, the US Army Chief of Staff, and General Alan Brooke, the British Chief of the Imperial General Staff, agreed that Mountbatten, as Supreme Commander, should be entitled to reorganize the air forces within his command as he saw fit. This support was absolutely essential, because what Mountbatten wanted was a truly integrated and coordinated new air command.

By the time the SEAC staff and wider commanders in the theatre had returned to Delhi and Chungking, the Tehran Conference was over and the plans to outflank Burma by sea and also invade the Andamans had been cancelled. General Stilwell, needless to say, was furious, believing Mountbatten’s plans would lead to a greater air focus on the British effort and away from China, still desperately in need of Allied supplies. He told Mountbatten he was lodging a formal protest. Joining with him, as an act of solidarity with his immediate superior, was General George Stratemeyer, commander of the 10th US Army Air Force.

Mountbatten responded with decisive firmness, however, safe in the knowledge that he had Arnold’s and Marshall’s support. He told Stilwell plainly that it was, as far as he was concerned, totally unacceptable to have a subordinate commander holding independent responsibilities for combat air operations. ‘I was,’ he told Stilwell, ‘overriding the objections and publishing a directive that day integrating the British and American Air Forces.’

The day in question was Saturday, 11 December, and the Supreme Commander addressed his entire staff of some 250 men at 8.45 am in the new War Room in his New Delhi HQ. As far as he was concerned, it was a historic day. From henceforth, he announced, the RAF’s Bengal Command and the 10th US Army Air Force would become integrated as one into Eastern Air Command. Overall air commander in theatre would be the British Air Chief Marshal Sir Richard Peirse, but the new commander of Eastern Air Command was to be Stratemeyer, who despite his rather half-hearted protest in support of Stilwell now readily accepted the post.

Importantly for the planned coming offensive in the Arakan, in the days that followed further reorganization was completed. On 15 December, Troop Carrier Command was formed, incorporating both a USAAF transport group and an RAF transport wing under the command of Brigadier-General William D. Old, a tough and indefatigable commander who was well known for frequently flying operationally himself. Three days later, 3rd Tactical Air Force was also formed from the US 5320th Air Defense Wing and the RAF’s 221 and 224 Groups, which included the Woodpeckers and other Spitfire squadrons. Finally, into the mix were added a number of army air-supply companies, which used special signals arrangements to connect forward HQs and delivery airfields with supply and base airfields.

How to Feed British Indian Troops

These 500,000 men had to be fed three meals every single day and, because of the castes, religions, tribes and nationalities involved, an added complication was the thirty different ration scales needed to feed the army. Fresh meat was difficult both to source and to transport, and refrigeration was limited to say the least, so for those who could eat meat the only solution was to provide them with tinned corned beef, or bully beef as it was called, although this was monotonous and lacked the nutrients of fresh meat. Hindus and Muslims, however, could not eat tinned meat, so they had to go without altogether. The trouble was, acceptable substitutes, milk and ghi – clarified butter – were not available in the right quantities either. Much of the tinned milk sent from Britain and America simply did not survive the long journey. The result was a severe shortage of food supplies. At the Assam front, [Gen. William] Slim discovered that instead of the 65,000 tons that should have been stored at the base depot in Dimapur, there were just 47,000 tons, a deficiency of nearly 30 per cent, and much of the shortfall worked against the Indian troops. ‘The supply situation was indeed so serious,’ wrote Slim, ‘that it threatened the possibility of any offensive.’

Part of the problem was bad management at Delhi, and Slim and Snelling were appalled to discover that the system of peacetime financial control was still in place when it came to procurement. Incredibly, if large quantities of dehydrated food were ordered from Indian contractors, demands for tinned supplies from Britain were then cancelled. On the face of it, that was fair enough, but it had been decreed that dehydrated vegetables were, in terms of scale of issue, a quarter that of tinned goods. In other words, for every 100 tons of dehydrated goods ordered in India, 400 tons of tinned veg orders from Britain were cancelled. This was bad enough, but made worse because there was always a massive discrepancy between the quantities ordered in India and those that were ever actually delivered. Consequently, shortages had been allowed to escalate quickly.

To try to solve this, Slim and Snelling had gone to see Auchinleck in person, who vowed to deal with the supply issues as a matter of urgency. By cutting red tape and tightening the administration of food supply, Auchinleck’s staff at Delhi were able steadily to increase the flow of rations. In fact, just acknowledging earlier shortcomings was a marked step in the right direction.

Despite this improvement, both Slim and Snelling realized they needed to adopt a very hands-on approach themselves; it was no good depending on Delhi to sort out their supply issues. As a result, other sources of meat, such as sheep and goats, were reared locally where possible. They also hired some Chinese to set up duck-rearing farms for both meat and eggs, while along the Imphal front 18,000 acres of vegetables were cultivated.

Driving Tanks into Burma, 1944

Before taking over 7th Indian Division, Messervy had been Director of Armoured Fighting Vehicles in New Delhi and had been a vociferous advocate of more tanks in theatre. It had taken much beating of drums, but eventually he had managed to prove to his superiors that medium tanks such as US-built Lees and Shermans could operate in South-East Asia. The 25th Dragoons had been the first to equip with these 30-ton machines, and it had been planned some days earlier that during the night of 4/5 February the regiment would cross over the Ngakyedauk Pass and report for duty with 7th Division to the east of the Mayu Range, ready to take part in Messervy’s planned assault on Buthidaung.

Later that night, C Squadron also crossed the pass. Among them was twenty-year-old Trooper Norman Bowdler from Dunchurch in the English Midlands. Just a week before, Bowdler had been the loader in his five-man crew, but when the driver had got sick he had taken over and now was responsible for getting their mighty Lee up and over this treacherous pass – and in the dark. He found it a terrifying experience. Above them, Allied aircraft were flying over in order to disguise the sound of the tanks, which would have easily carried to the Japanese positions in the still night air. ‘It was a bit dodgy,’ Bowdler admitted. ‘I mean, getting a thirty-ton tank round these S-bends – well, some of the bends were so severe that you had to go backwards and forwards, backwards and forwards to negotiate them.’ He was keenly aware that for all the feat of engineering the creation of the pass undoubtedly was, it was little more than a widened mule track and certainly a long way from being a proper road. In some places, parts of it were bridged by laid tree trunks and Bowdler was worried that at any moment stretches of it would simply crumble away and they would tumble down one of the sheer precipices to the ravine floor 200 feet below. ‘It was so narrow,’ he said, ‘and the tank so heavy – we were fully loaded with ammo, fuel and everything.’ At times, one of the tank’s tracks was actually overhanging the edge of the road as he slewed the beast around a corner. At best there was little more than a yard or so either side of the Lee, and the margins were especially tight around corners that offered very, very little room for manoeuvre.

As a result, it took them much of the night to cross. Bowdler found it more difficult going down the reverse side without the natural braking effect of the climb. Low gears helped, but he was very mindful that this huge weight, crunching over a road that would not pass muster in most people’s book, and being hurried by gravitational pull, could all too easily slip out of his control. The levels of concentration needed were immense, but at long last the road began to level out and in bright moonlight they emerged into an area of paddy, criss-crossed with bunds – the paddy walls – and then eventually leaguered up in an area of elephant grass. Not so very far to the south, Bowdler could hear small arms firing and even the occasional shout. He’d already been in battle before, but here, in the milky darkness of the 7th Division Administrative Area, there was a distinct air of menace.

Loss of Portugal's Flagship, 1512

The Frol de la Mar was one of the trophy ships of the Portuguese fleet. At four hundred tons, it was the largest carrack yet built; equipped with forty cannons, distributed on three decks, its stacked high stern and forecastle made it an intimidating presence among the dhows of the Indian Ocean—a floating fortress that could fire in all directions. At the battle of Diu, it had slammed six hundred cannonballs into the Egyptian fleet in the course of a single day, but its size made it awkward to maneuver in tricky conditions, and it was now old. The average life of a ship on the India run was perhaps four years; the battering of the long voyages and the ravages of the teredo worm turned stout planks to pulp in a short time. By 1512 the Frol had been at sea for ten. It was seriously leaky and required continuous patching and pumping. Albuquerque wanted to nurse it back to Cochin and conduct repairs, but the common consensus was that the ship was a death trap. Many of those leaving flatly refused to sail in it. Only the formidable confidence of the governor ensured a crew. Because of its size, it carried the bulk of the treasure as well as many of the sick and wounded and some slaves as presents for the queen.

The Frol was in trouble, now leaking badly and unable to maneuver with the burden of its cargo and the growing weight of water. It had also anchored to ride out the storm, but water was coming in so fast that the pumps were useless. According to Empoli, “another wave struck it, and the rudder broke off, and it swung sideways and ran aground. It immediately filled with water; the crew gathered on the poop deck, and stood there awaiting God’s mercy.” It was time to abandon ship. Albuquerque ordered some of the masts cut down and lashed together to make a crude raft. The sick and wounded were put in the one ship’s boat, while the remaining crewmen were transferred to the raft in a rowboat. Albuquerque, with one rope tied around his waist and the other tethered to the Frol, steered the skiff back and forward until all the Portuguese had been taken off. Disciplined to the last, he ordered all to leave the ship in just jacket and breeches; anyone who wanted to keep any possessions could stay behind. As for the slaves, they could fend for themselves. Their only recourse was jumping into the sea; those who could not swim drowned. Some were able to cling to the raft but were prevented at the point of a spear from climbing aboard and overloading it. At sea, it was always survival of the most important. Behind them the Frol broke in two, so that only her poop deck and mainmast were visible above the water. The ship’s boat and the raft drifted through the night, “and so they stayed with their souls in their mouths begging God’s mercy, until dawn, when the wind and the sea abated.”

In the Frol “was lost a greater wealth of gold and jewels than were ever lost in any part of India, or ever would be.” All of this had vanished into the depths, besides the gems and bars of gold intended for the king and queen, along with beautiful slaves drowned in the catastrophe and the bronze lions Albuquerque had reserved for his own memorial. And there was something else, equally precious to the geographically hungry Portuguese as they attempted to take more and more of the world into their comprehension and their grasp. It was a fabulous world map, of which only a portion survived. Albuquerque lamented its loss to the king:

a great map drawn by a Javanese pilot, which showed the Cape of Good Hope, Portugal and the land of Brazil, the Red Sea and the Persian Gulf, the spice islands, the sailing routes of the Chinese and the people of Formosa [Taiwan], with the rhumbs [lines marking compass bearings] and the courses taken by their ships and the interiors of the various kingdoms which border on each other. It seems to me, sire, that it’s the best thing I’ve ever seen, and Your Highness would have been delighted to see it. The place names are written in the Javanese script. I had a Javanese who knew how to read and write it. I send this fragment…in which Your Highness will be able to see where the Chinese and the Formosans really come from, and the routes your ships must take to the spice islands, and where the gold mines are, the islands of Java and Banda, source of nutmeg and mace, and the kingdom of Siam, and also the extent of Chinese navigation, where they return to and the point beyond which they don’t voyage. The main map was lost in the Frol de la Mar.

But Albuquerque was already using the new bridgehead of Malacca to seek out and explore these seas for himself. He sent embassies to Pegu (Bago in Burma), Siam (Thailand), and Sumatra; an expedition visited and mapped the spice islands of eastern Indonesia in 1512; reaching farther east, ships sent to China in 1513 and 1515 landed at Canton and sought trade relations with the Ming dynasty. He was tying together the farthest ends of the world, fulfilling everything [King] Manuel could demand.

Unfortunately for the Portuguese, these bold extensions had unforeseen consequences. The Malacca strike had been partially undertaken to snuff out Spanish ambitions in the Far East. Instead it provided the personnel, the information, and the maps to advance them. Among those at Malacca was Fernão de Magalhães (Magellan); he returned to Portugal, wealthy from the booty, with a Sumatran slave, baptized as Henrique. When Magalhães quarreled with King Manuel and defected to Spain, he took Henrique with him, as well as Portuguese maps of the spice islands and detailed letters from a friend who had made the voyage. All these he put to use a few years later in the first circumnavigation of the world, under the flag of Spain, during which Henrique was to prove an invaluable interpreter—knowledge that allowed Portugal’s rival to claim the spice islands of the East Indies as its own.

Goa Falls to Portugal, 1510

AT THE ISLAND OF Anjediva, Albuquerque was surprised to meet a small squadron of four ships bound for faraway Malacca, on the Malay Peninsula, under the command of Diogo Mendes de Vasconcelos. Manuel had airily ordered this insignificant force to conquer the place. Some of the financing had been provided by Florentine investors; their representatives included Giovanni da Empoli, who had accompanied Albuquerque on an earlier voyage. Empoli found the governor “very displeased at the defeat sustained in Goa and also about many other things.”

Empoli’s surviving account, written probably two years later during a bout of scurvy while becalmed off the coast of Brazil, is sour and peevish. He recounts how Albuquerque was obsessed with Goa, determined to return and take it as soon as possible; he needed all the forces he could muster, including the squadron bound for Malacca, and, given the wearisome ordeal in the Mandovi River, he needed to be sly about his tactics in order to get consent from his commanders. Albuquerque had seen the potential of the island, and he feared that the return of a Rume fleet could render it an impregnable base against Portuguese interests. He stressed the approaching threat of a new armada. To Empoli, the Egyptian menace had become a phony war: “the news about the Rume was what had been expected for many years past, but the truth had never been known…at present such news could not be considered as certain because of the lack of credibility on the part of the Muslims.” Privately, he accused Albuquerque of concocting letters, with the aid of Malik Ayaz in Diu to bolster his case.

Whatever the truth of this, Albuquerque quickly managed to reason, bully, or cajole the fleet, including the Malacca squadron, into a new strike. Given the sensitivity of the Portuguese factions in Cochin and Cannanore, this was a considerable feat. Word from the ever-alert Timoji informed him that Adil Shah had left Goa to fight new wars with Vijayanagar; the moment was right. Two months of frenetic refitting and reprovisioning readied the fleet. At a council in Cochin on October 10 he imposed his will on the captains: let those who would follow him, follow. Those who refused must give their explanations to the king. The matter of Malacca and the Red Sea would be rapidly returned to afterward. Again, by sheer force of personality, and some threats, he carried the day. Diogo Mendes de Vasconcelos, with the reluctant Florentines in tow, agreed to postpone the visit to Malacca. Even the mutineers in the Ruy Dias episode, who had preferred to stay in prison, were released and joined up. On October 16, Albuquerque was writing a letter of justification to the king, explaining yet again why he persisted with Goa: “You will see how good it is, Your Highness, that if you are lord of Goa you throw the whole realm of India into confusion … there is nowhere on the coasts as good or secure as Goa, because it’s an island. If you lost the whole of India you could reconquer it from there.” This time it was not just a matter of conquest. Goa was to be utterly purged of a Muslim presence.

On the following day he set sail with nineteen ships and sixteen hundred men. By November 24, the fleet was back in the mouth of the Mandovi. Increasingly the Portuguese did not fight alone. Within the fractious power struggles of coastal India, they were able to pull small principalities into their orbit. The sultan of Honavar sent a reputed fifteen thousand men by land; again Timoji was able to raise four thousand and supply sixty small vessels. Adil Shah, however, had not left Goa undefended. He had placed a garrison of eight thousand men—White Turks, the Portuguese called these men, experienced mercenaries from the Ottoman empire and Iran—and a number of Venetian and Genoese renegades with good technical knowledge of cannon founding.

Deciding not to wait, on November 25, St. Catherine’s Day, Albuquerque divided his forces in three and attacked the town from two directions. What followed was not a triumph for the organized military tactics he had been trying to instill. It was the traditional berserker fighting style of the Portuguese that won the day. With cries of “St. Catherine! Santiago!” the men rushed the barricades below the town. One soldier managed to jam his weapon into the city gate to prevent it from being closed by the defenders. Elsewhere a small, agile man named Fradique Fernandes forced his spear into the wall and hoisted himself up onto the parapet, where he stood waving a flag and shouting, “Portugal! Portugal! Victory!”

Distracted by this sudden apparition, the defenders lost the tussle to slam the gate shut. It was ripped open, and the Portuguese poured inside. As the defenders fell back, they were hit by another unit, which had smashed through a second gate. The fighting was extremely bloody. The Portuguese chroniclers reported acts of demented bravery.

The Muslim resistance collapsed. Men tried to flee from the city across the shallow fords, where many drowned. Others who made it across were met by the Hindu allies. “They came to my aid via the fords and from the mountains,” Albuquerque later wrote. “They put to the sword all the Muslims who escaped from Goa without sparing the life of a single creature.” It had taken just four hours.

Albuquerque shut the gates to stop his men intemperately chasing their enemies. Then he gave the city up to sack and massacre. The aftermath was bloody. The city was to be rid of all Muslims.

Portuguese Adopt Swiss Tactics

Manuel, chronically fearful of entrusting power to any one man, had decided to create three autonomous governments in the Indian Ocean. Nominally Albuquerque had authority to act in only the central segment—the west coast of India from Gujarat to Ceylon. The coasts of Africa, the Red Sea, and the Persian Gulf were the domain of Duarte de Lemos. Beyond Ceylon, Diogo Lopes de Sequeira had responsibility for Malacca and the farthest Orient. This dispersal of forces was strategically flawed, as neither of the other two commanders had sufficient ships for effective action. Albuquerque not only saw the pointlessness of this division, he also believed that no one was as capable as himself. Over a period of time, he found ways of obtaining the ships of the other commanders and integrating them into one unified command, without royal say-so. It made for an effective deployment of military resources; it also made him enemies, both in India and back at court, who would snipe at his methods and malign his intentions to the king.

Equally unpopular was the issue of military organization. The massacre at Calicut had highlighted the shortcomings of the way the Portuguese fought. The military code of the fidalgos valued heroic personal deeds over tactics, the taking of booty and prizes over the achievement of strategic objectives. Men-at-arms were tied by personal and economic loyalties to their aristocratic leaders rather than to an overall commander. Victories were gained by acts of individual valor rather than rational planning. The Portuguese fought with a ferocity that stunned the peoples of the Indian Ocean, but their methods were medieval and chaotic and, not infrequently, suicidal. It was in this spirit that Lourenço de Almeida had refused to blast the Egyptian fleet out of the water at Chaul and Coutinho had attempted to march into Calicut with a cane and a cap. The laudatory roll calls of fidalgos who went down to the last man pepper the pages of the chronicles. Yet it was clear, too, though cowardice was the ultimate smirch on a fidalgo’s name and the merest whisper of a refusal to fight had ultimately cost Lourenço his life, that the ill-disciplined rank and file could crack under pressure.

Albuquerque was certainly in thrall to Manuel’s messianic ideas of medieval crusade but, like the king himself, he was also keenly aware of the military revolution sweeping Europe. In the Italian wars of the late fifteenth century, bands of professional Swiss mercenaries, drilled to march and fight as organized groups, had revolutionized battlefield tactics. Highly maneuverable columns of trained men, armed with pikes and halberds, had steamrollered their opponents in tight mass formations. Albuquerque, with the energy of a zealot, set about reorganizing and instructing men in the tactics and disciplines of the new warfare. At Cochin, he formed the first trained bands. Immediately after his return from Calicut he wrote to Manuel, asking for a corps of soldiers practiced in the Swiss techniques and for the officers to instruct the India men. As it was, he proceeded anyway. Men were formally enrolled in corps, taught to march in formation and in the use of the pike. Each “Swiss” corps had its own corporals, standard-bearers, pipers, and clerk—as well as monthly payment. To encourage the status of this new regimental structure, Albuquerque himself would sometimes shoulder a pike and march with the men.

Within a month of his return from Calicut, he was again sailing north up the coast of India, this time with a revitalized fleet: twenty-three ships, 1,600 Portuguese soldiers and sailors, plus 220 local troops from the Malabar Coast and 3,000 “fighting slaves,” who carried baggage and supplies and in extreme cases might be enrolled in the fight. The initial objective of this expedition appears to have been ill-defined. There were rumors that the Mamluk sultan was preparing a new fleet at Suez to avenge the crushing defeat at Diu. But Albuquerque kept his cards close to his chest. Anchored at Mount Deli on February 13, he explained to his commanders that he had letters from the king to go to Ormuz; he also dropped in news of the Red Sea threat—and casually mentioned the subject of Goa, a city that had never figured in Portuguese plans. Four days later, to the surprise of almost everyone, they were embarked on its capture.

Portugal's Means & Ends in 1505

Dom Francisco de Almeida, was only the king’s second choice. Tristão da Cunha had been his initial nomination, but the experienced seaman had suddenly been struck down by blindness, probably the result of a vitamin deficiency. Though he later recovered, the incident was taken as a sign from God. Almeida was to be the first member of the high nobility to lead an India expedition. He was about fifty-five years old, with wide military, diplomatic, and nautical experience, but he also possessed the personal qualities that Manuel hoped for in a man to whom he might entrust high affairs of state. Almeida was incorruptible, unmoved by the lure of riches, benevolent, a widower without home ties, pious, and mature in his judgments. For many, the attraction of India was the prospect of personal gain; Almeida was untarnished by the appetites of the Sodrés. He valued titles above bales of spices, and he knew how to fight.

Almeida was not just to be the captain-major. He was also granted the elevated title of viceroy, nominally with executive power to act in the king’s place. What this meant in practice was spelled out a week later in the regimento, the instructions given to him by the king. They ran to 101 closely written pages, containing 143 different items divided into chapters and subchapters that revealed both the microscopic level of detail at which the king wished to direct his appointee and the breathtaking scale of his ambition.

After sailing around the Cape, Almeida was ordered to get control of the Swahili coast. His targets were to be the ports of Sofala, key to the gold trade, and Kilwa. The recommended method was to arrive in the guise of friendship, then attack the towns by surprise, imprison all the Muslim merchants, and seize their riches. Forts were to be constructed and control then exercised over the sources of gold, necessary for trading on the Malabar Coast in exchange for spices. It was to be a mission of war, disguised as peace. Then, wasting no time, he was to proceed directly across the Indian Ocean and build four more forts: at the stopover island, Anjediva, as a support and provisioning hub, and in the friendly cities of Cannanore, Quilon, and Cochin.

Moving north, another fort was to be built at or near the mouth of the Red Sea and close to the kingdom of Prester John, to choke off the sultan’s spice trade and ensure that “all India should be stripped of the illusion of being able to trade with anyone but ourselves.” Two ships were to be on permanent patrol along the African coast as far as the Horn of Africa. The regimento then turned its attention to the intractable Calicut problem. One way or another, the new samudri, as hostile as his predecessor, was to be dealt with. Almeida was to establish peace if the samudri agreed to expel all the Muslims; if not, “wage war and total destruction on him, by all the means you best can by land and sea so that everything possible is destroyed.”

No strategic point was to be overlooked. After locking up the Red Sea, a fleet was to be sent to other Islamic city-states and kingdoms: Chaul and Cambay, and Ormuz, at the mouth of the Persian Gulf. Almeida was to demand annual tribute to the king of Portugal; to order these states to break off all commercial relations with the Arab merchants of Cairo and the Red Sea; to capture all Muslim shipping along the way. To pay for all this, he was to ensure the full loading and prompt sailing of the annual spice fleets.

Manuel’s ambition did not end there. After seeing to the spice ships, the viceroy was ordered to open up new frontiers by “discovering” Ceylon, China, Malacca, and “whatever other parts have still not been known.” Pillars were to be planted on this new soil as markers of possession. It was an exhaustive list.

Though the instructions also claimed to allow Almeida a certain freedom of action in the case of unseen eventualities, in practice they imposed a rigid agenda. Manuel never had seen and never would see the world whose conquest he was demanding, but the regimento revealed an astonishing grasp of the choke points of the Indian Ocean and an authoritative geostrategic vision for controlling them and constructing his own empire. This knowledge had been acquired at breathtaking speed. Within seven years of bursting into the new world, the Portuguese understood, with a fair degree of accuracy, how the twenty-eight million square miles of the Indian Ocean worked, its major ports, its winds, the rhythm of its monsoons, its navigational possibilities and communication corridors—and they were already eyeing farther horizons. The methodology of knowledge acquisition had been developed over the years of slogging round the coast of Africa, during which the Portuguese had become expert observers and collectors of geographical and cultural information. They garnered this with great efficiency, scooping up local informants and pilots, employing interpreters, learning languages, observing with dispassionate scientific interest, drawing the best maps they could. Astronomers were sent on voyages; the collection of latitudes became a state enterprise. Men such as Duarte Pacheco Pereira, substituting firsthand observation for the received wisdom of the ancients, operated within the parameters of Renaissance inquiry. Information about the new world was fed back into a central hub, the India House in Lisbon, where everything was stored under the crown’s direct control to inform the next cycle of voyages. This system of feedback and adaptation was rapid and effective.

Manuel had drawn on a small coterie of advisers to construct the regimento for Almeida. Influential among them was Gaspar, the Polish Jew posing as a Venetian whom Vasco da Gama had kidnapped on his first voyage. He is woven into the first decade of Portuguese exploration, invaluable as an expert and an interpreter, an elusive figure, changing his identity and name to suit the patron of the moment and the needs of the situation. First Gaspar da Gama, to Manuel probably Gaspar da India, on the forthcoming voyage he would call himself Gaspar de Almeida “out of love for the viceroy.” He had a propensity to tell his new employers what they wanted to hear, but he was well informed. He seems to have had a good knowledge of the Indian Ocean and to have traveled widely. It was he who suggested the first overture to Cochin, and he had probably made voyages to Ceylon, Malacca, and Sumatra. He also understood the strategic importance of the Red Sea. It was this information that seeped into Manuel’s grand plan of 1505.

Gaspar had advocated that the Portuguese should go straight for the Muslim jugular—attack Aden, close the Red Sea, and suffocate Mamluk trade first; then the samudri would be compelled to become a Portuguese client—rather than laboriously constructing forts on the Malabar Coast that would cost money and lives. The wisdom of the forts strategy would become a hotly debated issue in the years ahead. Manuel had absorbed the plan but not the sequence: he preferred first to establish secure bases on Indian soil as a platform for snuffing out Muslim trade.

First Portuguese Toeholds in India

GAMA SET SAIL FOR Lisbon in February 1503, leaving behind two fragile toeholds on the Indian coast—the trading posts at Cannanore and Cochin—and a furious and humiliated samudri in Calicut, additionally enraged with the sultan of Cochin for defying his attempts to uproot the Portuguese pirates. It was clear that there could be no peaceful negotiations with these intruders, whose visitations were assuming an ominous regularity. With the dying of each monsoon, their ships returned, sometimes in small squadrons, sometimes in major shows of force. They announced themselves with displays of flags and volleys of cannon fire. They came with intemperate demands for spices and for the expulsion of the deep-rooted Muslim community; they flouted the taboos of Hindu culture and backed up their threats with traumatic acts of violence beyond the acceptable rules of war.

The Portuguese now started trying to introduce a toll system for shipping along the shores of the Malabar Coast; they issued safe-conduct passes, called cartazes, that ensured protection for the vessels of friendly powers. This was effectively a tax on commerce. In time it would require merchant shipping to trade in Portuguese-controlled ports and, additionally, pay substantial import and export duties. The cartazes, stamped with the image of the Virgin Mary and Jesus, marked a radical shift in the Indian Ocean. With the coming of the Europeans, the sea was no longer a free-trade zone. The cartaz system introduced the alien concept of territorial waters, a politicized space controlled by armed force and the Portuguese ambition to dominate the sea.

The full implications of these threats to Indian Ocean trade were now echoing across the wider world. In December 1502, the worried Venetians established a Calicut committee with the express purpose of soliciting action from the sultan in Cairo; this was to be undertaken by their ambassador, Benedetto Sanuto, “to find rapid and secret remedies.” The utmost discretion was essential. The potential scandal of aiding Muslims against their Christian brethren made Venetian overtures extremely delicate, but Sanuto’s mission was clear: to highlight to the sultan the threat posed by a Portuguese blockade of his spice route, to urge him to put pressure on the samudri to expel the intruders, and, to the obvious advantage of the Venetians themselves, to lower tariffs on spices traded through Egypt to compete with the Portuguese.

In Cairo itself, the sultan, Al-Ashraf Qansuh al-Ghawri, had other things to concern himself with—outbreaks of sedition, threats to the pilgrim routes to Mecca and Medina from Bedouin tribesmen, an empty treasury—but the sudden appearance of the Portuguese in the Indian Ocean was as disconcerting as it was inexplicable. “The audacity of the Franks knows no limit,” reported the chronicler Ibn Iyas of their growing incursions.

They say that the Franks have succeeded in effecting a breach in the dyke constructed by Alexander [the Great]…this breach has been made in a mountain that separates the China Sea [the Indian Ocean] from the Mediterranean. The Franks have been striving to enlarge this cutting to allow their ships to pass into the Red Sea. Such is the origin of this piracy.

Cabral's Armada to India in 1500

JUST SIX MONTHS AFTER Gama’s return, a vastly larger fleet was ready to depart from the shores of Belém: thirteen ships, twelve hundred men, and a capital investment by Florentine and Genoese bankers, now eager to participate in the opportunities of the Indies. Manuel could be irresolute, easily swayed, and perverse, but the year 1500 resounded with messianic portents, the eyes of Europe were turning toward Lisbon, and this new armada, led by the fidalgo Pedro Álvares Cabral as captain-major, was a swift follow-up aimed at winning material advantages and the crusading admiration of the Catholic world. Cabral’s expedition marked the shift from reconnaissance to commerce and then conquest. In the first five years of the sixteenth century, Manuel would dispatch a volley of overlapping fleets of increasing size, eighty-one ships in all, to ensure success in a life-and-death struggle for a permanent position in the Indian Ocean. It was a supreme national effort that called on all the available resources of manpower, shipbuilding, material provision, and strategic vision to exploit a window of opportunity before Spain could react. In the process, the Portuguese took both Europe and the peoples of the Indies by complete surprise.

Cabral was able to apply all the knowledge gained from Gama’s voyage. The timing of departure was no longer decided by the auspicious calculations of court astrologers but by the rhythm of the monsoon. The route was to follow the looping westward sweep undertaken by the ships in 1497, and to draw on the experience of pilots and captains such as Pêro Escobar, Nicholas Coelho, who had accompanied Gama, and Bartolomeu Dias himself. Cabral’s fleet carried back Malayalam-speaking Indians who had been taught Portuguese, with the aim of cutting out the Arabic-speaking middlemen. The Jewish convert Gaspar da Gama was aboard, knowledgeable about the intricate politics of the Malabar Coast, and another converted Jew, Master John, Dom Manuel’s physician, sailed as astronomer to the fleet, with the duty of studying the stars of the Southern Hemisphere for the purposes of future navigation. After the hideous embarrassment of the gifts offered at Calicut, Cabral carried choice items to entrance the samudri. It appears that the Portuguese persisted in believing that the samudri was a Christian king, albeit of an unorthodox kind, and in accord with the remit of the pope, a delegation of Franciscan friars accompanied the expedition to correct his errors, so that “the Indians…might more completely have instruction in our faith and might be indoctrinated and taught in matters pertaining to it, as befits the service of God and the salvation of their souls.”

Equally important was the commercial mission. The personnel, secretarial resources, and goods to establish a trading post in Calicut accompanied the expedition. With the cautionary example of the failures of the previous voyage, calculated attempts were made to load wares that might be attractive to the Malabar Indians. These included coral, copper, vermilion pigment, mercury, fine and coarse cloth, velvets, satins, and damasks in a whole range of colors, and gold coins. A highly experienced factor, Ayres Corrêa, who spoke Arabic, headed up this commercial initiative, supported by a team of clerks and secretaries to keep records and accounts. These literate subordinates—such as Pêro Vaz de Caminha, who wrote the first account of Brazil—provided some of the most riveting, and sometimes heartbreaking, narratives of the deeds of the Portuguese in the years ahead.

Cabral himself was no seaman, rather a diplomat with a carefully framed set of instructions, some of which had been drawn up by Gama to smooth the troubled waters in the wake of his expedition to Calicut and to establish peaceful and lucrative relations with the “Christian” samudri. Vastly better informed than his predecessor, Cabral could consult this multi-page document, which contained branching options in the case of a whole range of eventualities. It also directed him to take peremptory and high-handed action against perceived enemies that was likely to lead to trouble.

Indian Ocean Trade Before 1400

The Indian Ocean, thirty times the size of the Mediterranean, is shaped like an enormous M, with India as its central V. It is flanked on its western edge by the arid shores of the Arabian Peninsula and the long Swahili coast of East Africa; on its east, the barrier islands of Java and Sumatra and the blunt end of Western Australia separate it from the Pacific; to the south run the cold and violent waters of the Antarctic. The timing and trade routes of everything that moved across its surface in the age of sail were dictated by the metronomic rhythm of the monsoon winds, one of the great meteorological dramas of the planet, by whose seasonal fluctuations and reversals, like the operation of a series of intermeshing cogs, goods could be moved across great stretches of the globe. The traditional ship that plied the waters of the western Indian Ocean was the dhow—that is, any of a large family of long, thin vessels with triangular lateen sails of various sizes and regional designs, ranging from coastal craft of between five and fifteen tons up to oceangoing ships of several hundred tons that could overtop Gama’s carracks. Historically, these were sewn vessels, held together by coir ropes, made from coconut fiber without the use of nails.

Unlike Columbus, the Portuguese had not burst into silent seas. For thousands of years, the Indian Ocean had been the crossroads of the world’s trade, shifting goods across a vast space from Canton to Cairo, Burma to Baghdad, through a complex interlocking of trading systems, maritime styles, cultures and religions, and a series of hubs: Malacca, on the Malay Peninsula, larger than Venice, for goods from China and the farther spice islands; Calicut, on the west coast of India, for pepper; Ormuz, gateway to the Persian Gulf and Baghdad; Aden, at the entrance to the Red Sea and the routes to Cairo, the nerve center of the Islamic world. Scores of other small city-states dotted its shores. It dispatched gold, black slaves, and mangrove poles from Africa, incense and dates from Arabia, bullion from Europe, horses from Persia, opium from Egypt, porcelain from China, war elephants from Ceylon, rice from Bengal, sulfur from Sumatra, nutmeg from the Moluccas, diamonds from the Deccan Plateau, cotton cloth from Gujarat. No one had a monopoly in this terrain—it was too extensive and complex, and the great continental powers of Asia left the sea to the merchants. There was small-scale piracy but there were no protectionist war fleets, and little notion of territorial waters prevailed; the star fleets of the Ming dynasty, the one maritime superpower, had advanced and withdrawn. It constituted a vast and comparatively peaceful free-trade zone: over half the world’s wealth passed through its waters in a commercial commonwealth that was fragmented between many players. “God,” it was said, “had given the sea in common.”

This was the world of Sindbad. Its key merchant groups, distributed thinly around its shores, from the palm-fringed beaches of East Africa to the spice islands of the East Indies, were largely Muslims. Islam had been spread, not at the point of a sword, but by missionaries and merchants from the deck of a dhow. This was a polyethnic world, in which trade depended on social and cultural interaction, long-range migration, and a measure of mutual accommodation among Islam, Hinduism, and Buddhism, local Christians and Jews; it was richer, more deeply layered and complex than the Portuguese could initially grasp. Their mindset was defined by the assumption of monopoly trading rights, as developed on the west coasts of Africa and by holy war in Morocco. The existence of Hinduism appears to have been occluded, and their default position when checked was aggression: hostage taking and the lighted taper ever ready at the touchhole of a bombard. They broke into this sea with their fast-firing, ship-mounted cannons, a player from outside the rules. The vessels they would encounter in the Indian Ocean lacked any comparable defenses.

It became immediately apparent as Gama’s ships approached the town of Mozambique that this was different from the Africa of their previous experience. The houses, thatched with straw, were well built; they could glimpse minarets and wooden mosques. The people, evidently Muslim merchants richly dressed in caftans fringed with silk and embroidered with gold, were urban Arabic speakers with whom their translators could communicate. The welcome was unusually friendly. “They came immediately on board with as much confidence as if they were long acquainted and entered into familiar conversation.” For the first time the Portuguese heard news of the world they had come to find. Through the interpreters they learned of the trade of the “white Muslims”—merchants from the Arabian Peninsula; there were four of their vessels in the harbor, bringing “gold, silver, cloves, pepper, ginger and silver rings…pearls, jewels and rubies.” “Further on, where we were going,” the anonymous writer added with a justifiable note of incredulity, “they abounded, and…precious stones, pearls and spices were so plentiful that there was no need to purchase them as they could be collected in baskets.” This heady vision of wealth was encouraging enough; but they also learned of a large presence of Christians along the coast and that “Prester John resided not far from this place; that he held many cities along the coast, and that the inhabitants of those cities were great merchants and owned big ships.” Whatever might have been lost in translation, “we cried with joy and prayed God to grant us health, so that we might behold what we so much desired.”

First Chinese Voyages to Africa

ON SEPTEMBER 20, 1414, the first giraffe ever seen in China was approaching the imperial palace in Beijing. A crowd of eager spectators craned their heads to catch a glimpse of this curiosity “with the body of a deer and the tail of an ox, and a fleshy boneless horn, with luminous spots like a red cloud or a purple mist,” according to the enraptured court calligrapher and poet Shen Du. The animal was apparently harmless: “its hoofs do not tread on living creatures…its eyes rove incessantly. All are delighted with it.” The giraffe was being led on a halter by its keeper, a Bengali; it was a present from the faraway sultan of Malindi, on the coast of East Africa.

The dainty animal, captured in a contemporary painting, was the exotic trophy of one of the strangest and most spectacular expeditions in maritime history. For thirty years at the start of the fifteenth century, the emperor of the recently established Ming dynasty, Yongle, dispatched a series of armadas across the western seas as a demonstration of Chinese power.na

The fleets were vast. The first, in 1405, consisted of some 250 ships carrying twenty-eight thousand men. At its center were the treasure ships: multi-decked, nine-masted junks 440 feet long with innovative watertight buoyancy compartments and immense rudders 450 feet square. They were accompanied by a retinue of support vessels—horse transports, supply ships, troop carriers, warships, and water tankers—with which they communicated by a system of flags, lanterns, and drums. As well as navigators, sailors, soldiers, and ancillary workers, they took with them translators, to communicate with the barbarian peoples of the West, and chroniclers, to record the voyages. The fleets carried sufficient food for a year—the Chinese did not wish to be beholden to anyone—and navigated straight across the heart of the Indian Ocean from Malaysia to Sri Lanka, with compasses and calibrated astronomical plates carved in ebony. The treasure ships were known as star rafts, powerful enough to voyage even to the Milky Way. “Our sails,” it was recorded, “loftily unfurled like clouds, day and night continued their course, rapid like that of a star, traversing the savage waves.” Their admiral was a Muslim named Zheng He, whose grandfather had made the pilgrimage to Mecca, and who gloried in the title of the Three-Jewel Eunuch.

These expeditions—six during the life of Yongle, and a seventh in 1431–33—were epics of navigation. Each lasted between two and three years, and they ranged far and wide across the Indian Ocean from Borneo to Zanzibar. Although they had ample capacity to quell pirates and depose monarchs and also carried goods to trade, they were primarily neither military nor economic ventures but carefully choreographed displays of soft power. The voyages of the star rafts were nonviolent techniques for projecting the magnificence of China to the coastal states of India and East Africa. There was no attempt at military occupation, nor any hindrance to the area’s free-trade system. By a kind of reverse logic, they had come to demonstrate that China wanted nothing, by giving rather than taking: “to go to the [barbarians’] countries,” in the words of a contemporary inscription, “and confer presents on them so as to transform them by displaying our power.” Overawed ambassadors from the peripheral peoples of the Indian Ocean returned with the fleet to pay tribute to Yongle—to acknowledge and admire China as the center of the world. The jewels, pearls, gold, ivory, and exotic animals they laid before the emperor were little more than a symbolic recognition of Chinese superiority. “The countries beyond the horizon and at the end of the earth have all become subjects,” it was recorded. The Chinese were referring to the world of the Indian Ocean, though they had a good idea what lay farther off. While Europe was pondering horizons beyond the Mediterranean, how the oceans were connected, and the possible shape of Africa, the Chinese seemed to know already. In the fourteenth century they had created a map showing the African continent as a sharp triangle, with a great lake at its heart and rivers flowing north.

UK Doubts About French Vietnam

[John Foster] Dulles produced a draft letter, addressed to [George] Bidault, stating that while U.S. intervention at Dien Bien Phu was now impossible, Washington was nevertheless ready to move “armed forces” into Indochina, provided France and other allies so desired, for the purpose of defending Southeast Asia. The letter was handed to Eden, who skimmed it and passed it on to Bidault. Several minutes ticked by as he read it and considered his options. He was still primarily interested in Dien Bien Phu, and he remained leery of internationalization, but perhaps this was a way to salvage something out of the wreckage. He cleared his throat and said yes, he would be prepared to receive the letter formally.

Suddenly events stood at a new watershed: United Action was back with a bang, and the war seemed about to be internationalized. [Anthony] Eden quickly interjected that his government did not feel bound by the Dulles-Eden communiqué of April 14 [1954] to intervene in the Indochina War. He could promise no more, he said, than to return to London at once to consult with his cabinet colleagues. But the foreign secretary understood that the crucial moment had arrived; as he noted in a cable to the Foreign Office just before heading to the airport: “It is now quite clear that we shall have to take a decision of first-class importance, namely whether to tell the Americans that we are prepared to go along with their plan or not.” Just prior to departure, he received a call from Maurice Schumann, the French secretary of state for foreign affairs, advising him that both Laniel and Bidault hoped he would gain approval from his colleagues to proceed “on the lines desired by Mr. Dulles.”

The dilemma was acute, as [Sir Evelyn] Shuckburgh observed in his diary that evening: “If we refuse to cooperate with the US plan, we strain the Alliance. If we do as Dulles asks, we certainly provoke the bitterest hostility of India and probably all other Asiatic states and destroy the Commonwealth. Also, a war for Indo-China would be about as difficult a thing to put across the British public as you could find.”

Eden and his team landed at 10:20 P.M., got into two waiting cars, and drove straight to Churchill’s country estate, Chequers, arriving shortly before midnight. There to greet them was the prime minister, wearing a silken two-piece suit covered by a dressing gown. Drinks were distributed, whereupon Eden laid out the essentials of the situation. Churchill heard him out, then ruminated on “our glorious Empire, our wonderful Indian Empire, we have cast it away”—the implication being, thought Shuckburgh, why should Britain fight for a decrepit French colonial effort after that? Then a cold supper, during which general agreement was reached that Britain should reject the American request. In London the following morning, the cabinet, in a rare Sunday meeting to which the chiefs of staff were also summoned, needed little persuasion to confirm the rejection. The chiefs of staff said the proposed action would be ineffective and added that even a total collapse in Indochina would not decisively affect the British position in Malaya. The domino theory did not hold.

Labour, Het Volk, and Asiatic Exclusion

In 1906 and 1907 the Chinese Question on the Rand emerged as a key issue in two major political elections: the general election in Britain and the election for responsible government, or home rule, in the Transvaal. Both elections brought new parties into power that spelled the speedy demise of the Chinese labor program and, moreover, influenced broader political trajectories. In Britain, the Chinese Question helped the Liberal Party overturn more than twenty years of nearly unbroken Conservative rule and galvanized the trade unions to form the Labour Party, which would by the time of the Great War eclipse its Liberal ally as the main opposition to the Tories. The emergence of Labour as an independent political force was inextricably linked to a self-conscious identity that placed it at the center of an imperial white working class. Labour not only acted in solidarity with British workers in the settler colonies, it also expressed a self-interested vision of the colonies as destinations for working-class emigration as a hedge against domestic economic uncertainty. The trade union movement put its own stamp on social imperialism, claiming it from Milner and Chamberlain in a more class-based, yet eminently racialized, politics.

In the Transvaal, the Chinese Question emerged as a common complaint among diverse interests, which hurt the political fortunes of the establishment Progressive Party, dominated by the mining interest. It proved a sensational issue that helped stir Afrikaans-speaking voters to the new Het Volk party organized by the former Boer commandos Jan Smuts and Louis Botha. Het Volk won the election; a few years later, in 1910, Botha would be premier of the newly federated Union of South Africa, with Smuts in his cabinet. Their ascent signaled the electoral strength of Afrikaners in South Africa, even as Afrikaner politics would remain diverse across the subcontinent, from racial hard-liners in the Orange River Colony to moderates in the Cape Colony. Notably, Botha, and especially Smuts, while advocating for white supremacy and racial segregation, committed themselves to the mining interest and more broadly to British imperialism.

South Africa was the most bluntly racist of the British settler colonies. But it was of a piece with Canada, Australia, and New Zealand, all established as dominions of the British Empire, the concept of “dominion” signaling not a colony but a polity akin to a country, and one that indeed signaled its own dominion over native peoples. Dominions possessed maximum autonomy within the British Empire, which protected the rule of local white settlers while conveniently distancing the metropole from the openly racist modus operandi of native removal, racial segregation, and Asiatic exclusion—tenets of white settlerism that had, in fact, been forged in the United States.

THE ARGUMENT AGAINST Chinese labor was not just that it cost whites jobs. Critics believed that an additional, if not greater, danger lay in the prospect that indentured Asian labor would lead to a settled Asian population of merchants and traders. The use of indentured Indians on the Natal sugar plantations was an object lesson in the consequences of importing indentured colored labor. Indian indenture had led inexorably to a free, settled population, including merchants and traders who undersold white businesses. By 1905 there were more Indians than whites in Natal, and they were migrating to the Transvaal. Whites worried that the small population of Chinese merchants in Johannesburg would likewise grow, especially with an indentured labor force potentially offering an ethnic market. They warned that the “imported Asiatic gains a grip on a country with wonderful rapidity.” Although Natal passed laws to restrict immigration of Asiatics, the colony was “a back door wide open” because indentured Indian laborers were not required to repatriate at term: “the indentured coolie of to-day is the free man of tomorrow, and the free man becomes the trader.”

First Chinese Laborers in Australia

THE FIRST CHINESE WHO arrived in the Australian colonies in the late 1840s were, in fact, indentured workers, contracted to work on the huge sheep runs of New South Wales. As convict transportation declined and, with it, the use of “assigning” convicts for shepherding and other rural work, the pastoralists—Australia’s first big capitalists—turned to indentured Asian labor from India and China. In the late 1830s and early ’40s, pastoralists imported several hundred contract laborers from West Bengal; between 1847 and 1853, Australians brought another 500 Indians and 3,608 Chinese, the latter recruited overwhelmingly from Xiamen on the South China coast of Fujian province. Australians likely recruited in Xiamen because that port was a major source of Chinese labor emigration to Singapore, another British colony. Indentured Chinese went to Australia to work as shepherds, hut-keepers, farmhands, and domestic servants under contracts of four to five years. They earned about ten pounds a year (less than half the average European wage) and were subject to the colonies’ masters and servants laws, which imposed penal sanctions for absconding or disobedience.

From the outset, Australian colonists were skeptical about the use of Asian indentured labor. Many believed free British emigrants should settle Australia and not unfree labor, whether convicts or coolies. They feared that Australia would come to resemble the British plantation colonies of the Caribbean, where the use of indentured Indians as a replacement for enslaved Africans seemed to barely diminish the evils of slavery. In 1843 four thousand people in New South Wales, self-described working people, signed a petition declaring that the importation of “coloured workers” would be a “grave injustice to freemen who had come to better their condition.” A contemporary warned that British emigrants, even the poorest Irish laborers and servants who came on government assistance, would find their wages reduced to 20 rupees a year or be “trampled into beggary and ruin.” The antitransportation movement, modeled on the British antislavery societies, deemed the importation of indentured coolies even worse than that of convicts, whom they considered at least potentially redeemable. But the Colonial Office in London conceded, “The supply of really eligible Emigrants, that is, of those of the proper age, and possessing the requisite health and knowledge of some useful description of labor, is limited. . . . [It] is doubtful whether the requisite number will be obtainable.”

The sheep ranchers were defensive about using indentured workers but adamant that they had no other recourse to labor. As on other settler frontiers, indigenous people resisted working for Europeans. A Port Phillip pastoralist, Charles Nicholson, declared, “The fact is that we must have labour in some shape or other—free labour if we can get it; if not, prison labour; and failing either, coolie labour.” The Melbourne Age echoed that rationale with the view that importing Asians was the “dernier resort.”

By the early 1850s the opponents of indentured labor had largely prevailed, owing to the association of coolies with convict labor and the penal origins of the colonies, beyond which proper settlers wished to progress. Many settlers argued that replacing convict labor with indentured Asians would create vast inequalities and thus would make democracy impossible. A critic of the wool capitalists asserted, “Chinese laborers were the offspring of that morbid craving for cheap convict labor, which cannot be appeased while hope remains that it may be supplied. Chinese emigration is merely an extension of the slave trade.” When the Port Phillip District separated from New South Wales as the new colony of Victoria in 1851, it founded as a free colony and banned all indentured labor, regardless of origin. In New South Wales, where the pastoralists wielded considerable political clout, the use of indentured Chinese continued, albeit modestly and not without public criticism.

But the onset of the gold rush in the early 1850s shifted the framework for how white Australians imagined the Chinese question. The gold rush was an unexpected answer to Australians’ prayers for free labor, and much more. It promised a level of prosperity previously unimaginable and brought tens of thousands of people to Australia. In general, they were free emigrants of diverse social background who hailed mostly from the British Isles but also from continental Europe (especially Germany), the United States, and China.

Chinese arrived on the Victorian goldfields in 1853, about a year and a half after the initial rush. By 1854 there were ten thousand Chinese in the colony, a relatively small number, but their presence sparked controversy. Historians have recounted the animosity of Europeans toward the Chinese, and some have compared it to the racism on the California goldfields. But the Chinese Question in Australia began quite differently than it did in California.

Prudence of Tokugawa Isolation

Events outside Japan in the seventeenth century emphasized the prudence of the Tokugawa seclusion. This was the Age of Expansion—and not just for Europeans. In China, the Ming Dynasty was coming to an end at the hands of the Manchus, people the Ming once ruled. The Manchus gained control of Inner Mongolia before moving south and taking Manchuria and then Korea in 1637. They took the capital, Beijing, in 1644, prompting the Ming emperor to commit suicide. They spent the rest of the century subduing the remainder of China, defeating the last resistance in Taiwan in 1683. They would later add to their empire Outer Mongolia (1697) and Tibet (1720) to make the largest Chinese empire in history.

India had expanded to, then fallen victim to the expansion of others. The Mogul emperors had consolidated the vast subcontinent under their rule, adding the last big piece, Afghanistan, in 1581. By the end of the next century, however, the government had fallen into decline. Its infighting and inefficiency would eventually weaken and divide India to the point where the British could become the real rulers.

In Russia, Ivan the Terrible was creating an empire at the same time as Japan had been fighting its civil wars. Russians crossed the Ural Mountains into Asia and by 1584 had defeated the Tatars. They went on to colonize Siberia over the next several decades, reaching the Pacific Ocean by 1639, thereby becoming neighbors of Japan.

The Europeans continued to explore, conquer, and settle. In contrast to Tokugawa’s stable Japan, a chaotic Thirty Years’ War began in 1618 between Catholics and Protestants, which slowly engulfed the European continent. By its end, Germany was in ruins and hundreds of thousands were dead from disease, famine, and massacre. The Tokugawa strategy of seclusion then seemed like the wise choice. The only question was how long it could last.

The 250 years between the founding of the Tokugawa Shogunate in 1603 and the first American attempt to force Japan to abandon its seclusion in 1853 were not years of stagnation in or outside Japan. In Japan there was political stability but also long-term trends toward urbanization and bureaucratization. A middle class of merchants emerged: people who accumulated wealth but did not necessarily control land. Nor did they have the same obligations and restrictions as the government and ruling class.

To be sure, there was more change taking place outside Japan than there was within. Much of this change would impinge sooner or later on Japan’s foreign policy as well as its domestic harmony. While most writers focus on the technological changes of the era, social, political, and intellectual changes were just as important. If Europe’s seventeenth century was the Age of Expansion, its eighteenth century was the Age of Enlightenment, which laid the foundations not only of modern science but of democratic conceptions of government as well. Notions such as the divine right of kings, raison d’état, and the innate superiority of a ruling class were on their way out. While Japan remained secluded in the fifth reign of its Tokugawa Shogunate, the English philosopher John Locke was publishing his Second Treatise on Civil Government, emphasizing the triune values of individual liberty, the sanctity of property, and equality under the law. Montesquieu’s treatise advocating a separation of government’s basic functions into separate institutions, De L’Esprit des lois, followed in 1748. Jean Jacques Rousseau’s appeal to the “general will” of the people in Le Contrat Social followed in 1762. Adam Smith’s Wealth of Nations argued the advantages of free trade in 1776. And James Madison, Alexander Hamilton, and John Jay produced The Federalist Papers in 1787 and 1788. These works presaged an Age of Revolution. But in Japan none of this would be discussed: the most influential philosophers were Kamo no Mabuchi, Motoori Norinaga, and Hirata Atsutane.

A small school of Japanese writers began both to lead a return to ancient Japanese literature and to critique Chinese influences on Japan—influences they deemed to be impure blots and accretions on Japanese culture. Thus, one curious effect of Japan’s self-imposed seclusion was that the Chinese became the foreigners. The philosophers advocated the revival of Shinto, an indigenous animistic religion in which many things, living and inanimate, had kami, or spirits. Hundreds of native folk tales were attached to Shintoism, many supporting the notion that Japan was the center of creation and the emperor was divinely appointed.

Shinto had been gradually eclipsed by Buddhism, Confucianism, and Taoism, each of which made its way to Japan through Chinese and Korean missionaries as early as the sixth century. Kamo no Mabuchi (1697–1769) was, not coincidentally, the son of a Shinto priest and was most influential in attracting attention to and reverence for classic Japanese literature—literature that included Shinto mythology. Mabuchi was succeeded in his endeavor by a disciple, Motoori Norinaga (1730–1801). Motoori’s quest was to discover the true Japanese culture, now overlaid with so many foreign influences. He saw in Japan’s distant past an ideal society ruled by the descendents of Shinto deities— the emperors. His works and speeches became very popular. But his writing had more than nostalgic undertones. Demanding new reverence for the emperor was a subtle criticism of the Shogunate that ruled in the emperor’s name. And criticizing Confucianism was tantamount to criticizing the political leadership which not only had been schooled in Confucian thought but was— Motoori implied—subservient to China. And though the Shogun gave Motoori official honors, it was Motoori’s own disciple, Hirata, who drew the ultimate conclusion: that all gods were born in Japan and none outside, thus Japan and the Japanese were a category of creation all by themselves, one that was perfect and pure—when free from the corrupting influences of outsiders.

Hirata, born the same year that the Americans produced their Declaration of Independence, became the leader of a full-blown Shinto revivalist movement. That movement was subtly critical of the government, for which Hirata spent the last two years of his life under house arrest. Though he died before the opening of Japan, his disciples were later appointed to important posts in the government, bringing with them their ideas of Japanese cultural purity to the strategic conversation.

Perhaps fundamentalist ideas such as Shinto revivalism were also the result of the strange political climate in Japan. While politically stable and peaceful, social volatility threatened. Peace and stability had brought overpopulation and a recurring threat of famine, since trade was so severely restricted. This allowed merchant and artisan guilds, or kumi to monopolize a particular distribution, trade, or manufacture. The leaders of the kumi were rich and getting richer, and this naturally caused resentment in both the aristocratic class and the underclass. Women were feeling the brunt of a more and more regulated society under an increasingly fearful, conservative government: their dress, civic participation, businesses, and even leisure arts were more and more carefully proscribed. Meanwhile, the police were easily corrupted and the highest officials were profligate in their spending and increasingly arbitrary in their enforcement of laws. All of these consequences and benefits of seclusion would be starkly outlined when Japan was confronted by the need to reevaluate its strategy of seclusion.

Dilemma of Imperial India in 1946

For [Viceroy] Wavell, a respected general with a reflective mind – his collection Other Men’s Flowers is one of the most entertaining of all English verse anthologies – Britain ‘made an entirely wrong turn in India twenty-five years ago.’ He thought that if the Indians had been seriously offered the kind of Dominion status within the Commonwealth that ‘white’ territories such as Australia, Canada, New Zealand and South Africa had obtained around the time of the First World War, there would have been a good chance of keeping India united. In the early 1930s Gandhi and other Congress leaders went to London for talks and were assured that soon India would gain a kind of self-government – but not yet. No date was given, and all goodwill with the nationalists was lost when in 1939 Wavell’s predecessor, Lord Linlithgow, declared war on Germany ‘on behalf of India’ without consulting any Indians at all. The Australian and Canadian governments, for example, were asked beforehand and made the decision for themselves. The British expected a million Indians to fight against the Germans.

Nehru, who loathed fascism and the Nazis rather more than some of Britain’s ruling elite did, said that it was hard for the people of India to fight for the freedom of Poland when they themselves were under foreign occupation. ‘If Britain fought for democracy she should…end imperialism in her own possessions and establish full democracy in India. A free and independent India would gladly co-operate…with other free nations for mutual defence against aggression.’

The British establishment tended to believe the dictum of the most magnificent of all the imperial grandees sent to oversee the smooth running of the empire: Lord Curzon. As Viceroy at the turn of the century, Curzon had declared, ‘As long as we rule in India we are the greatest power in the world. If we lose it we shall drop straightaway to a third rate power…The rest is redundant.’ Few believed this as instinctively as did Winston Churchill, the most romantic of imperialists, who had battled all his political life to maintain British rule in India. Yet Churchill probably did as much as anyone to hasten its end.

When he was Prime Minister he had no intention of ever giving up the Jewel in the Crown. He told the War Cabinet that even if he was forced by the Indian nationalists into making some concessions, ‘I would feel under no obligation to honour promises made at a time of difficulty.’

Churchill regarded any notion of Britain leaving India, or even India being granted Dominion status, as ‘criminally mischievous’. He retained the sentimental attachment to the idea of the Raj that he had held as a junior cavalry officer on the North-West frontier in the 1890s. Leo Amery, Secretary of State for India during the war, said, ‘Winston knew as much about India as George III did of the American colonies…He reacts instinctively and passionately against any government for India other than the one he knew forty years ago.’

Taj Mahal's Husband and Son

‘After the death of his beloved Queen Taj Mahal,’ wrote Manucci, ‘Shah Jehan selected in Hindustan the city of Dihli in order to build there a new city as his capital. He gave it the name Shahjehanabad — that is to say, “Built by Shah Jehan”. He expended large sums in the construction of this city, and in the foundations he ordered several decapitated criminals to be placed as a sign of sacrifice.’

Shah Jehan was forty-seven when he decided to move his court from Agra to Delhi. He had just lost his wife; his children were now grown up. The building of a new city was the middle-aged Emperor’s bid for immortality.

Shah Jehan had himself come to power twelve years earlier after a bloody civil war. He had been the able but ruthless third son; to seize the throne he had had to rebel against his father and murder his two elder brothers, their two children, and two male cousins. Yet while Shah Jehan was capable of bouts of cold-blooded brutality, he was still the most aesthetically sensitive of all the Mughals. As a boy of fifteen he had impressed his father, the Emperor Jehangir, with the taste he demonstrated in redesigning the Imperial apartments in Kabul. As the young Emperor he had rebuilt the Red Fort in Agra in a new architectural style that he had himself helped to develop. Then, on his wife’s death, he had built the Taj Mahal, arguably the most perfect building in all Islam.

Before her death Mumtaz Mahal had borne Shah Jehan fourteen children; of these, four sons and three daughters survived to adult-hood. The eldest was Dara Shukoh - the Glory of Darius. Contemporary miniatures show that Dara bore a striking resemblance to his father; he had the same deep-set almond eyes, the same straight, narrow nose and long, full beard, although in some pictures he appears to have been slightly darker and more petite than Shah Jehan. Like the Emperor he was luxurious in his tastes and refined in his sensibilities. He preferred life at court to the hardships of campaigning; he liked to deck himself in strings of precious stones and belts studded with priceless gems; he wore clothes of the finest silk and from each ear lobe he hung a single pearl of remarkable size.

Nevertheless Dara was no indolent voluptuary: he had an enquiring mind and enjoyed the company of sages, Sufis and sannyasin (wandering ascetics). He had the Hindu Upanishads, the Bhagavad Gita and the Yoga-Vashishta translated into Persian and himself composed religious and mystical treatises. The most remarkable was the Majmua-ul-Baharain (‘The Mingling of the Two Oceans’), a comparative study of Hinduism and Islam which emphasized the compatibility of the two faiths and the common source of their divine revelations. In an age when even the most liberal of Mughal Emperors used to demolish Hindu temples, this was both a brave and novel work; but some considered Dara’s views not just unusual but actually heretical. In private, many of the more orthodox Muslim nobles furrowed their brows and wondered how the crown prince could possibly declare, as one noble put it, ‘infidelity and Islam to be twin brothers’.
