Qianlong Emperor's Achievements

Qianlong was enthroned in 1735 at the age of twenty-four and would rule longer than any Chinese emperor ever had, or ever would again. He presided over massive frontier wars in Central Asia and sponsored cultural projects of a scale unimaginable in the West. (At a time when there were more book titles in China than in the rest of the world combined, he oversaw the compilation of a literary encyclopedia that ran to more than thirty-six thousand volumes in length and would fill a large room.) He was an accomplished and prolific classical poet and a renowned practitioner of calligraphy, and with a firm hand for government and a taste for over-the-top displays of power and beneficence he guided the empire to its apex of prosperity.

The first Qing rulers had begun the work of carving out their empire’s borders after the conquest of Beijing from the Ming dynasty in 1644. Over generations they expanded westward into Central Asia, beyond the original heartland of the fallen Ming, assimilating new territories in the southwest and the island of Taiwan to the east. But it was not until Qianlong’s reign in the eighteenth century that the Qing Empire reached its fullest flower, largely setting the boundaries for the Chinese state that exists today. At its peak under Qianlong, the empire reached all the way from Manchuria in the northeast to the provinces of Guangxi and Yunnan in the southwest, and from Taiwan off the eastern coast deep into Central Asia with the territories of Xinjiang and Tibet in the far west. It was an empire of four and a half million square miles, larger than all of Europe put together.

When Macartney came to pay his respects, Qianlong was just turning eighty-two. He was a sturdy man with drooping eyes, slight jowls, and a long mustache. His reign had been long enough that he was the same ruler who sat on the throne at the time of James Flint, the same who had originally ordered British trade confined to Canton. By the time of the Macartney embassy, Qianlong had ruled China for nearly fifty-eight years. He was not alone in his longevity either, for his grandfather Kangxi had reigned for sixty-one years, from 1661 to 1722, the two of them forming the backbone of one of the most powerful dynasties in China’s long history.

Chinese Civil Service System in late 1700s

For all the admiration of the Chinese examinations by outsiders, however, by the late eighteenth century the system was beginning to fail. It had always been extremely difficult to pass the exams, but as the population expanded in the Qianlong reign there were far more candidates than before who wanted to take part in the competition, and proportionally fewer government jobs with which to reward them. The competition became more and more fierce, and great numbers of talented candidates were left behind, creating a glut of highly educated men with few career prospects. They generally found unsatisfying work as tutors, secretaries, and bureaucratic underlings, unreliable jobs that required a high level of literacy and education but were transient and depended entirely on the patronage of their individual employers. These men were failures in the eyes of their parents, many of whom had spent lavish sums on their sons’ educations in hopes of their becoming officials and bringing power and prestige to the family.

Furthermore, even those scholars who did manage to pass the examinations might still have to wait ten or twenty years before a position in the imperial bureaucracy opened up to them through normal channels. By consequence, the system of civil appointments became fertile ground for bribery schemes. Those who controlled the appointments demanded huge fees from qualified candidates before they would give them a position—in essence, forcing them to purchase their jobs, and then often making them pay yearly sums to hold on to them. As the practice spread, great numbers of officials began their careers in heavy financial debt to their superiors—debts they were expected to make up for by squeezing bribes from their own inferiors or finding other ways (such as embezzlement) to supplement their meager salaries and pay for the fees and gifts that were required of them.

At the lowest levels, where the vast imperial governing apparatus reached the level of the common people, this pyramid of graft resulted in widespread petty oppression and outright cruelty by minor officials towards the populations they governed—especially the peasants and those on the margins of society, who were most vulnerable to their extortions. Such victims had little or no effective legal recourse if they were harassed or beaten or had their meager property taken by greedy officials. All they could really do, if they were desperate enough, was to revolt.

Origins of the Opium War

This is a book about how the Opium War came to be—that is, how China declined from its eighteenth-century grandeur and how Britain became sufficiently emboldened to take advantage of that decline. The central question of the war, as I see it, is not how Britain won, for that was never in serious doubt—in military terms the Opium War pitted the most advanced naval power in the world against an empire with a long and vulnerable coastline that had not needed a seagoing navy in more than a hundred years and so did not have one. Rather, the central question is a moral one: how Britain could have come to fight such a war in China in the first place—against, it should be noted, savage criticism both at home and abroad.

A sense of inevitability has always been projected backwards onto this era in hindsight, as if the war were always meant to be, but when viewed in the light of its own time the Opium War could hardly have been more counterintuitive. Aside from the audacity of sending a small fleet and a few thousand troops to make war on the world’s largest empire, critics at the time pointed out that Britain was putting its entire future tea trade at risk for only the vaguest and least justifiable of goals. It seemed paradoxical in the 1830s that a liberal British government that had just abolished slavery could turn around and fight a war to support drug dealers, or that proponents of free trade would align their interests with smugglers. If we revisit these events as they actually unfolded, rather than as they have been reinterpreted afterward, we find far more opposition to this war in Britain and America on moral grounds, and far more respect for the sovereignty of China, than one would otherwise expect.

One reason a reader might not expect such opposition to this war is that we too easily forget how much admiration China used to command. Because of its great strength and prosperity in the late eighteenth century, Europeans viewed China in a dramatically different light than they did the other countries of the East. At a time when India was an object of British conquest, China was an object of respect, even awe. Occasional calls for the use of naval power to advance trade there were struck down as self-defeating, while British traders in Canton who made trouble were generally ordered home or at least reminded to behave themselves. In commerce, China held all the cards. In stark contrast to the British Orientalist vision of India in the late eighteenth century—lost in the past, childlike and divided, a prize to be captured and controlled—China represented instead a strong, unified empire and another living civilization.

For that reason, readers who are familiar with the East India Company as a force of imperial conquest in India will find a very different face of it in China. When young Britons went to work for the Company overseas, it was India that attracted the military adventurers, the administrators, those with dreams of empire. The bean counters, by contrast, went to Canton. (And remarkably, it should be noted that in the early nineteenth century those bean counters in their quiet factories served the Company’s bottom line in London far better than the conquerors of India did.) Even as goods—especially cotton and later opium—flowed steadily from India to China, there was almost no professional circulation between the two regions, where Company agents developed largely separate worldviews. When visitors acculturated to British India intruded into the separate world of Canton, they would often cause problems—not just with the Chinese, but with their more experienced countrymen as well.

The Opium War would force those two worlds together, tainting the old admiration and respect for China with a taste for blood. The war would never be universally popular in Britain, however, and fierce opposition to the use of force in China would linger for a long time afterward (another controversial China war in the 1850s would entail the dissolution of Parliament and new elections to disempower the British lawmakers who tried to stop it). Nevertheless, by the time the war finally began, an ongoing collision of two competing worldviews—between those British who respected China’s power and prosperity and those who said it was no more enviable than India—reached a crucial threshold.

Latin America's IMF Era

Essentially, Latin America faced an acute problem of governance after the debt crisis of the 1980s. The IMF had defined the main objectives of policy, which were to curb inflation, deregulate and privatize the economy, and service the foreign debt. But if the goals were clear, the means of achieving them were not. The crux of the problem was finding effective authority to see through the IMF reforms, but effective authority depends on legitimacy, which rests, in turn, on a consensus as to the founding principles of the state. And, as we have seen in this book, the inherent weakness of the state in Latin America lay precisely in a chronic inability since Independence to establish a lasting national consensus of this kind (see Chapter 9, pp. 374–7). All the same, the IMF required governments in these weakly based states to slash public spending and lay off huge numbers of workers in societies that were already the most unequal in the world. Even so, where one might have expected a return to the kind of revolutionary struggles or military dictatorships that marked the 1960s and 1970s, democratic politics endured in virtually all the republics throughout the 1990s and beyond.

The persistence of democracy was due more than anything to the collapse of communism in Eastern Europe in 1989–90, and then in the Soviet Union itself in 1991, bringing to an end the Cold War between the USSR and the USA. As a result of this collapse, Marxism lost its ideological force – Cuba was not regarded as a viable model in the 1980s and 1990s – but it also weakened the extreme right, which could no longer block social reform by inviting the US government to intervene in order to prevent Soviet infiltration into its ‘backyard’. Internal and external events thus drove Latin American politics towards a vaguely defined centre ground, but if the result was democracy, this was democracy that rested on a consensus of despair, for there was nowhere either for the left or the right to go but to the ballot box in order to try to fix the problems of the wrecked economies.

The question was how to induce electorates to swallow the medicine prescribed by the IMF. Governments had to consult the people to win some measure of consent, and electorates grown weary of inflation, violence and disorder did tend to consent to free-market reform in the 1990s. Voters were fed up with the empty promises and corrupt deals associated with traditional parties, so they tended to elect new or independent candidates to the presidency, as in Brazil, Peru, Colombia, Venezuela, Bolivia, Ecuador, and even in Mexico after the ruling party had been forced to give up rigging elections. Many countries reformed their constitutions. In a few cases, such as Colombia or Chile, it was to strengthen democratic institutions by improving representation and accountability. In most others it was to maintain continuity of reform by allowing a president to serve additional consecutive terms. In others, notably in Peru (1993), it was to move towards authoritarianism, or even veiled dictatorship. ‘Democracy’ was still a fairly malleable concept in Latin America, too often permeated by more traditional practices such as patronage and clientship, caudillo-style personalism and electoral manipulation (see Chapter 9, pp. 346–9). Thus, in a few republics such as Peru, Venezuela, Bolivia and Ecuador, there emerged what has been termed ‘delegative democracy’, a new version of the old tradition of caudillo populism, whereby executive power was ‘delegated’ to a charismatic leader via the ballot box, giving him a mandate to override the institutional checks and balances represented by the legislature or judiciary.

The quest for effective authority was shaped by the complexion and recent history of individual republics, but problems of governance were critically affected also by the ebb and flow of the globalized economy, over which nation states had little control. During the years of international expansion – roughly from 1992 to 1998 – governments were able to carry out liberalizing reforms with considerable public backing, but the Thai devaluation crisis of 1997, followed by Russia’s default in 1998, created a backwash that spread unrest through Latin America until about 2002, cutting growth and overwhelming governments, some of which fell to furious protestors. (The period 1998–2002 became known as ‘the lost half-decade’.) However, when world trade expanded from 2002, most Latin American countries experienced an extraordinary boom in exports of oil, minerals and agricultural goods to the developed world, and especially to China, so problems of economic management tended to ease once again. Then in late 2008, the globalized economy lurched into recession once more after a massive banking crash in Wall Street and London, with consequences for political stability and liberal democracy that were hard to foresee.

Cuban Revolution of 1933

The election to the presidency of the Liberal Gerardo Machado in 1924 at first promised an end to the graft of the previous administration. Enjoying widespread popularity, Machado embarked on a programme of public works and measures to diversify the economy. But the fall in sugar prices of the late 1920s led him to repress strikes and protests, and when he got a controlled congress to grant him a further six-year term in 1928, he faced an explosion of anger from the student movement. As Machado’s rule became increasingly repressive, students and middle-class intellectuals took to violence and terrorism. The students formed a Directorio Estudiantil, which was to play a continuing oppositional role in the island’s politics. In 1931 there appeared a secret organization calling itself the ABC, whose members were young middle- and upper-class nationalists inspired by the Peruvian Haya de la Torre’s APRA movement. ABC pistoleros resorted to assassinations and shoot-outs in the streets with Machado’s brutal police. The unrest spread as labour unions joined the opposition to the dictator.

Reluctant to send in troops as in the past because of the nationalist agitation, Washington used its ambassador, Sumner Welles, to negotiate an end to Machado’s rule. But the nationalists resented Welles’s intervention and called a general strike in August 1933 (the Communist Party, fearing a US invasion, withdrew its support for the strike and tried to do a deal with Machado, which discredited it in the eyes of students and nationalists). Machado finally bowed to the pressure and went into exile. There followed an upsurge of revolutionary activity – occupations of factories and sugar mills by workers, looting of wealthy districts, and mob attacks on collaborators with the dictatorship.

The moderate government of Carlos Manuel de Céspedes, installed by the army in concert with Sumner Welles, was unable to control the situation. In September 1933 a revolt of non-commissioned officers – among whose leaders was a Sergeant Fulgencio Batista – unseated Céspedes and handed over power to a five-man committee chosen by the Directorio Estudiantil. The Havana students had succeeded in creating a nationalist revolution and, after some confusion, they chose one of their professors, the patrician Dr Ramón Grau San Martín, as provisional president. Workers now occupied sugar mills, in some cases demanding wage rises at gunpoint; strikes, riots and gun battles broke out all over the island. Grau’s government passed a number of radical measures, such as the expropriation of a small number of US-owned sugar mills, some redistribution of land, the limitation of the working day to eight hours, restrictions on the employment of cheap non-Cuban labour from other Caribbean islands and the extension of the franchise to women.

Still, the revolution of 1933 was primarily the work of student agitation and, apart from the expected hostility of the USA and the Cuban business community, it was opposed by the Communists, the ABC nationalists and by ousted army officers, who staged a number of revolts. Four months later Grau’s government was overthrown by a coup led by Fulgencio Batista, who effectively became the strongman of Cuba for the next decade, ruling at first through presidential stooges and then, from 1940, in his own right.

Batista was a military populist, a mulatto from a very humble background who had risen from the ranks and whose core constituency remained the enlisted men of the armed forces. As befitted a Latin American leader of the 1930s, he presented himself as a benefactor of the people, using the resources of the state for nationalist and redistributive ends. In 1934 the Platt Amendment was at last annulled, and a larger US quota for sugar helped raise production from the doldrums of the 1920s and early 1930s. Although Batista had the backing of US and Cuban business interests, he took steps to cultivate the trade unions, passing social welfare legislation, building houses for workers and creating employment through large public works programmes. A new labour confederation, controlled by a Communist leadership, was incorporated into the strongman’s political machine. In the countryside, Batista redistributed some land and, following the example of the Mexican Revolution, initiated a programme of rural education, often staffed by army personnel.

Dismayed by the failure of the 1933 revolution, the students and radical nationalists formed a new party in memory of José Martí, the Partido Revolucionario Cubano-Auténtico, which became the principal opposition to Batista. Terrorism continued to be a habitual feature of political life, but by the late 1930s Batista felt secure enough to permit elections for a constituent assembly. In 1940 a new nationalist, social-democratic constitution was passed by a Batista-dominated assembly, which included universal suffrage, state rights over the subsoil, state ‘orientation’ of the economy and labour rights such as a minimum wage, pensions, social insurance and an eight-hour day.

The constitution of 1940 ushered in a period of legitimate democratic governments, though there was no weakening of the Cuban tradition of political gangsterism and corruption. Batista won a clean election in 1940 and continued to implement his populist programme in the improved economic climate fostered by the war and the consequent US aid. Yet radical nationalism reasserted itself in 1944; Batista lost the election – having forborne from rigging it – to Dr Grau of the Auténticos, and retired to the USA a wealthy man.

Brazil's Economic Miracle

The reasons for the failure of the guerrillas are complex. With their predominantly middle-class, university-educated cadres they were unable to break out of their political isolation – the clandestine Communist Party disapproved of the guerrillas’ strategy and blocked their access to working-class organizations. The terrorist attacks on military targets precluded the emergence of any sympathetic groups within the armed forces who might have staged a coup d’état, this being the usual short cut to power for progressive movements in Latin America. But, decisively, the guerrilla campaign coincided with the long-awaited upturn in the economy. From 1968, while the guerrillas were robbing banks and bombing barracks, life was getting better for the middle classes and the skilled workers in the cities, which is where, in a rapidly urbanizing country, the political fate of the nation would be decided. In short, what finally put paid to the prospects of the urban guerrillas was the arrival of the Brazilian ‘economic miracle’.

As far as the generals were concerned, the ‘miracle’ obviated the need for an explicit political ideology to run the state. The tremendous popular enthusiasm generated by the idea of an economic miracle was manipulated by the junta to rationalize their continued suspension of full democratic rights. The economic upswing was ‘miraculous’ in that it seemed to be a sudden take-off into self-sustaining industrial growth, the hallmark of a modern economy. Brazil was at last on its way to world-power status from the doldrums in which it had found itself for the best part of the 1960s.

The Brazilian rate of economic growth was indeed amazingly good: in 1968–74 the economy grew at an average yearly rate of between 10 per cent and 11 per cent. Even after the sudden rise in the world price of oil in 1973, which seriously damaged all the industrial economies, the Brazilian rate of growth averaged between 4 per cent and 7 per cent a year. By the mid-1970s the volume of exports had quadrupled since 1967. Far more significant was the fact that manufactured goods had replaced coffee as the major component of exports: the stubborn Latin American problem of monoculture – the dependence on the export of a single primary commodity – had been solved.

Without doubt, a substantial industrial revolution had occurred in Brazil; and it had largely been engineered by technocrats sponsored by the armed forces. But this success was built on the programme of industrialization achieved over many years since the foundation of the Estado Nôvo by Getúlio Vargas in 1937. Underlying the intervening conflicts of parliamentary politics, there had been a remarkable continuity in the course of Brazilian development from the Getúlio Vargas era to the military governments of the 1960s and 1970s. Development continued to be based on a sustained drive for industrial growth largely financed by foreign loans and investment, but directed by the state. The military governments of the 1960s and 1970s kept all basic industries and utilities under state control; they largely retained the nationalist policy of import-substitution industrialization by selective tariffs; and they also preserved the core of the social welfare and labour legislation of the Estado Nôvo.

Brazil’s extraordinary drive to modernize in the twentieth century produced a powerful industrial economy in the space of little over three decades. The costs were enormous: acute dislocations of regional economies, the destruction of virgin lands, an imbalance between the countryside and the cities, and deep cleavages between the working class, industrial capitalists and the middle classes. And yet, industry did not become productive enough to absorb the potential labour force, while the countryside remained under-productive and socially divided. Successive governments tried to force the pace of industrial development, as well as increasing spending on welfare programmes to alleviate the social misery. The results were vicious circles of inflation and budget deficits, which spiralled uncontrollably, robbing governments of authority. In 1964 the armed forces intervened to try to restore order, but by the late 1970s they too had been drawn into the spiral of inflation and debt; their historic pursuit of ordem e progresso had led, paradoxically, to a situation where economic progress had become the enemy of social order.

The Brazilian crisis of the 1980s was as much a crisis of the state as of the economy. In the medium term economic improvement might come through an upturn in the world economy combined with a successful anti-inflation programme and international assistance with debt relief. But a lasting settlement of the crisis would require the emergence of a legitimate democratic state, whose representative institutions could command the confidence of the nation as a whole.

Latin American Debt Crisis, 1980s

The mounting problems caused by the economic distortions of import-substituting industrialization [= ISI] and the associated weakening of the state came to a head in the 1980s. The crisis had been deferred in the 1960s by strong world growth, and in the 1970s, when international demand was slack, by foreign loans. But a sudden change in the world financial system effectively cut off the flow of capital to Latin America.

In August of 1982 the Mexican government announced that it was unable to pay the interest on its debt to foreign banks. Mexico was followed shortly by virtually all the Latin American countries, including Cuba. (Suspension of debt payments occurred also in African and Asian countries, but the sheer size of the Latin American debt focused international attention on the continent.) The total outstanding Latin American debt in 1982 was estimated at $315.3 billion, although over $270 billion was owed by just five countries – precisely those which had undergone the fastest ISI growth in the 1960s and 1970s. Brazil was the largest debtor, owing $87.5 billion; Mexico owed $85.5 billion, Argentina $43.6 billion, Venezuela $31 billion and Chile $17 billion.

What had caused the crash? The immediate factor was the steep rise in US interest rates in 1979–82. This was a response to the high rates of inflation and the consequent weakness of the dollar caused by the producers’ cartel, OPEC, sharply raising the price of oil in 1973 and again in 1979. A world recession followed, which had a disastrous effect on the economies of Latin America: commodity prices started to fall on world markets just when higher export earnings were needed to cope with sharply rising interest rates on the foreign debt.

The bonanza of lending and borrowing that Latin American governments and Western banks had indulged in throughout the 1970s had its origins in the very phenomenon that would cause it to come to an abrupt end a decade later: the OPEC cartel’s oil-price rises of 1973 and 1979. High oil prices allowed producer countries, especially the Middle Eastern Arab states, to build up huge surpluses on their balance of payments. Profits from oil exports were too large to be fully absorbed by investment in their domestic economies, and so these OPEC countries deposited vast sums of money in European and North American banks. Western bankers then set about looking for ways of getting a good return on these windfall deposits, and their most willing clients were the developing countries of the Third World, who were hungry as always for development capital.

Latin America was especially susceptible to the blandishments of the Western banks, for in the early 1970s, as we have seen, the most advanced of the industrializing countries in the region had come to the limit of the ‘hard’ phase of import-substitution; the process of state-subsidized inward-looking development could be kept going only by borrowing abroad to cover the yawning deficits between national income and expenditure. There followed a mad spiral of irresponsible, profit-driven lending and unwise borrowing, in which Western bankers as much as Latin American officials appeared to overlook the implications of taking out huge loans on ‘floating’ instead of fixed interest rates. However, after the shock of the second oil-price rise in 1979, conservative administrations in the USA and other industrial countries like Britain decided to bring their domestic inflation under control by restricting the supply of money and credit; this economic policy choked off demand in the West and produced a worldwide recession. International interest rates on foreign debt suddenly started to ‘float’ ever upwards until by the middle of 1982 most Third World countries found it impossible to meet their interest payments.

Indebtedness and high inflation were not, therefore, peculiar to Latin America. In fact, most governments in the industrial countries had been running up debts during the 1970s. The US budget deficit in 1982 was actually larger than that of the worst Latin American debtors, and throughout the 1980s the Reagan administration, for fear of electoral unpopularity, was unwilling to cut it by raising taxes or reducing imports. Yet it was the Latin American debt and not the US deficit which caused international alarm, because a country’s economic health was judged according to its perceived ability to overcome its financial difficulties, a factor expressed in terms of the ratio of interest payments to export earnings. Latin American countries scored badly here, given their relative neglect of the export sector in the pursuit of import-substitution. In 1982 most had ratios in excess of 20 per cent of interest payments to exports; Brazil and Argentina came off worst with ratios of 57.1 per cent and 54.6 per cent respectively, while Mexico, despite being a major oil exporter, had a ratio of 39.9 per cent. In other words, the economies that had grown fastest in the 1970s were the most deeply indebted in the 1980s.

What had gone wrong with ISI development? In essence, it had failed to cure the underlying malaise which had begun to show itself as early as the 1920s – lack of productivity. With the aim of achieving self-sufficiency, economic planners had concentrated on substituting industrial imports by setting up national industries and protecting them behind high tariff walls to the general detriment of agriculture and the export sector. (Brazil was a partial exception since from the mid-1970s it had begun to subsidize industrial exports – an expensive exercise that did not tackle the underlying problem of productive efficiency.) National industry had been overprotected for too long and had failed to become efficient and competitive: the price of its manufactures was often up to three times the world price. Latin American economies therefore ended up with not only an unproductive export sector, dominated still by low-value primary commodities, but also an unproductive industrial sector, which nevertheless consumed expensive imports of technology. The chronic shortfall between exports and imports resulted in high inflation and mounting debts.

To make matters worse, the debt problem had been badly aggravated by the financial instability caused by hyperinflation in the 1970s. As confidence in the economy evaporated in the late 1970s, there occurred massive capital flight. Instead of investing their money at home – where the currency was virtually worthless and industries regularly made losses – rich Latin Americans put it into real estate abroad or deposited it in the very banks that were issuing loans to their own governments and companies. Huge sums were taken out of these countries: the World Bank estimated that between 1979 and 1982, $27 billion left Mexico, nearly a third of its foreign debt in 1982, and $19 billion left Argentina, whose debt in 1982 was $43.6 billion. (Brazil and Colombia were relatively unaffected because of their sustained growth and high domestic interest rates.) US and European bankers colluded fully in this crazy financial cycle, pressing high-yield loans on Latin American governments while turning a blind eye to the lucrative deposits coming in from private Latin American sources (which were more often than not the indirect recipients of those very loans).

When the crash finally came, the wage-earners and the poor felt it most: inflation soared even higher in the 1980s than in the 1970s, real wages fell, and government spending on food subsidies, transport, health and education was slashed. In 1980–84 overall growth in Latin America fell by nearly 9 per cent. Consumption per capita dropped by 17 per cent in Argentina and Chile, by 14 per cent in Peru, by 8 per cent in Mexico and Brazil. Urban unemployment doubled in Argentina, Uruguay and Venezuela between 1979 and 1984, reaching unprecedented proportions everywhere else.

Latin American Industry in World War II

The Second World War turned out to be a watershed for Latin American industrialization. The worsening international situation had exacerbated the historic rivalry between the armed forces of Brazil and Argentina. Sensing the drift to war in Europe, the military establishments in both countries wanted to develop their own armaments industries instead of relying on imports. But the manufacture of arms required the setting-up of steel and electrical industries, and so from the 1940s the armed forces of Brazil and Argentina pressed their governments to develop an industrial base. Furthermore, as the outbreak of war created strong international demand for raw materials and foodstuffs, the Latin American export-economies boomed, and as wartime conditions abroad reduced the flow of imports, especially luxury goods, Latin American countries were able to build up large surpluses in their balance of payments: this enabled national debts to be paid off and led to the accumulation of domestic capital for investment in industrial projects.

The USA played a decisive part in fostering industrial development during these years. Needing Latin American raw materials for its war effort, it offered loans, technical expertise and equipment to assist the Latin American countries in their programmes of industrialization. During the early 1940s numerous US missions went to Latin America and signed trade agreements. The major republics duly declared war on the Axis powers and supplied the Allies with minerals and commodities. The notable exception was Argentina, where sympathy for Italy and Germany within the military junta caused it to adopt an awkward neutrality, for which it forfeited the kind of technical and financial assistance from the USA that Getúlio Vargas was getting for Brazil. The lack of US aid was an important cause of the economic difficulties which General Perón had to face in the post-war years and which contributed to his downfall in 1955. Still, even though the USA helped Latin American countries to initiate industrial development, the policy of industrialization as such was the late product of the nationalism that had evolved since the turn of the century, intensifying in the 1920s and 1930s.

Argentina's Boom Years

With Buenos Aires at its head, the new Argentina was set upon the road to stability and modernization. In the course of the 1860s and 1870s, the liberal presidents Mitre, Sarmiento and Nicolaás Avellaneda created the institutions of a centralized nation state: a professional army, an integrated judicial system, a national bank, a system of public schooling, public libraries, an academy of science and other technical institutions. The railway and telegraphic communications began to link the hitherto fractious conservative provinces to Buenos Aires and, through it, to the world outside. The 1870s were also a time of expanding frontiers and absorption of massive new territories. Victory in the Paraguayan War (1865–70) yielded territory in the north and north-west. Then, in the south, General Julio Roca led another Desert Campaign (1879–80), which exterminated or reduced the nomadic Indians of the pampas, releasing vast acres for settlement and cultivation.

From 1880, the year in which Buenos Aires was constitutionally recognized as the federal capital of the nation, Argentina embarked on an astonishing rate of growth – sustaining an annual average of at least 5 per cent until 1914 – to become one of the richest nations in the world. The territorial acquisitions of the 1870s invigorated the economy, based as it was on cattle, sheep and, increasingly, cereals. As always in Argentina, there was a pressing need for labour, and now more so than ever – labour to work the land, to fence in and convert the barren pampas into wheatfields, and to lay the railway that would link up the provinces and turn the disparate regions into an integrated, modern nation. European immigration was therefore encouraged, and workers – mostly from Italy and Spain – flooded into this vast, empty country. In 1870 the population was less than 2 million; in the next fifty years approximately 3.5 million immigrants would come to Argentina.

The capital investment and technical expertise required for such a massive economic transformation were beyond the resources of a country that had been continually drained by military upheavals and whose economy had been based on rudimentary cattle-raising. Such resources were provided overwhelmingly by the British, who became the major customers for Argentine wheat and meat, the latter now available for export to Europe thanks to faster steamships and the introduction of frigoríficos (meat-chilling plants). A bilateral pattern of trade emerged: Argentina imported manufactured goods from Britain in exchange for her exports of foodstuffs for the British industrial working classes. However, British business also established a commanding position in the internal structure of the Argentine economy: British companies owned the railways, the telegraph, the new meat-processing plants and many of the banks and merchant houses operating in Buenos Aires; this made Argentina potentially vulnerable to external economic pressures, though it was not perceived to be a problem by any political force in the country at the time. A significant Anglo-Argentine community came into being, its upper echelons setting the social tone for the new plutocratic estanciero élite.

There were other structural imbalances. The opening up of the new territories after the ‘Conquest of the Desert’ did not lead to the emergence of a rural middle class of medium-sized farmers, as had occurred in the Midwest of the USA and as Argentine social reformers had advocated. The sheer volume of land was too great for the number of available purchasers; over-supply kept prices low until the end of the century and this cheap new land was snapped up by established landowners and merchants, who were able to expand their existing holdings. Impoverished European immigrants, on the other hand, could not initially afford substantial holdings; they started off as tenant farmers or sharecroppers in the hope of eventually purchasing their plots and extending their property, as in fact many of them did. Yet the pull of world demand for Argentine foodstuffs was such that agrarian export development encouraged ever greater concentration of resources, so that the pattern of distribution of new land in the end came to resemble the classic latifundia, the huge estates characteristic of the Hispanic seigneurial regimes established in America since the sixteenth century.

The immigrants filled jobs in industry and public works, and worked as seasonal labourers in the countryside, returning to live in the cities out of season. Wages in the country were generally good – good enough to attract the golondrinas, the ‘swallows’ who arrived from Italy and Spain for the harvest and then returned home. But most immigrants stayed and settled in the cities, especially Buenos Aires, where they suffered the vicissitudes of inflation and recession. Towards the end of the century, the market became over-supplied with labour and wages began to fall, exacerbating social tensions. Argentina’s transformation in the last quarter of the century thus resulted in a strangely skewed economic structure: the rural economy was in the hands of a relatively small creole élite of estancieros, the cities were inhabited by a large and growing proletariat, many of foreign extraction, while the booming export-economy was dominated by British financial and commercial interests.

Brazil's Path to Independence

Brazil’s passage to independence, however, was not without its risks of political catastrophe. Though the attachment to monarchy was very strong, there had emerged here and there a considerable feeling for republicanism, as attested by the Inconfidência mineira of 1788–9 and intermittent republican revolts since. In the event of a sufficiently grave crisis of royal authority, these republican sympathies could have cohered to challenge the Catholic monarchy of Portugal. Such a possibility arose in 1820, when events in the Peninsula again placed the Crown in difficulties. After the defeat of Napoleon in 1814 Portugal had been ruled by a Regency Council in the absence of the king, but in late 1820 a series of revolts by liberals led to the establishment of a government committed to a constitutional monarchy. A Cortes was called in Lisbon to draw up a constitution modelled on the 1812 constitution of Cadiz, and the king was summoned to Portugal by the liberal government.

In Brazil there was extensive sympathy for the liberal revolution and John VI came to accept the principle of a constitutional monarchy, but he was torn as to whether or not he should return to Lisbon, fearing that he might lose Brazil if he did, or else Portugal if he did not. Finally, he decided to go back, but he left behind his son Dom Pedro as prince regent in Brazil. Thus the Portuguese monarchy put out an offshoot in its most important overseas colony in an attempt to span the political rift that was opening up between Brazil and the mother country.

That rift was to widen into an unbridgeable gulf once it became evident to the Brazilian delegates at the Lisbon Cortes that the peninsular liberals were determined to return Brazil to its colonial status prior to 1808. The liberal government proposed to cancel the political equality of Brazil with Portugal and the freedom of trade which the king had decreed for Brazil when he had first arrived in Rio. This the Brazilians would not countenance and, when the Lisbon government recalled the prince regent in October 1821, the Brazilians urged him to ignore the order. Perversely, Lisbon was pushing the mostly reluctant Brazilians towards some kind of separation, but it was still unclear what form this separation would take and how it might come about. At this juncture, in the final months of 1821, a political crisis arose which could have led to one of a number of outcomes – even to a republic, for which there was considerable support among radical liberals.

It was Dom Pedro’s chief minister, José Bonifácio de Andrada e Silva, a conservative monarchist who had spent over thirty years in the service of the Crown in Portugal, who steered Brazil towards independence. On 9 January Dom Pedro had declared that he would stay in Brazil, thereby asserting his autonomy from Lisbon. After his appointment a week later, José Bonifácio edged the country along an independent path, allowing indirect elections for a constituent assembly and disregarding orders from Lisbon. The final break with Portugal came when the Lisbon government tried once again to assert its authority over Brazil by recalling the prince regent. On 7 September 1822, on the banks of the River Ipiranga near São Paulo, Dom Pedro finally rejected Portugal and proclaimed the independence of Brazil.

After his famous Grito de Ipiranga the prince regent was crowned emperor and the former colony became a constitutional monarchy in its own right. Portuguese troops in various captaincies in the north and north-east put up violent resistance to independence, but by 1824 the whole territory had been won for Dom Pedro’s regime. In the following year Portugal, under pressure from Britain, recognized the independent state of Brazil; Britain also extended recognition, in return for a promise from Brazil to abolish the slave-trade and a commercial treaty which accorded imports from Britain a preferential tariff.

Elite Unity of Portugal and Brazil

It was generally recognized in Portugal that Brazil was the engine of the imperial economy. Though Portugal might have reversed her trade deficit with Britain, it was only because she was herself in chronic deficit with her largest colony. The imbalance, however, did not lead to political frustration in Brazil. The Portuguese had been conspicuously successful in creating a unitary sense of empire in which the colonial élites could strongly identify with the mother country. In contrast to Spanish America, there was no great resentment against peninsular Portuguese: there existed little by way of a separate Brazilian culture for the élite; the involvement of sugar planters in the export-economy made for a common interest with Portuguese merchants, slave-traders and royal officials; finally, the massive presence of Africans and mulattos reinforced the identification of white Brazilians with their European cousins (family ties were, indeed, close).

The political value of this unitary sense of empire was well understood by Portuguese statesmen. Pombal, for instance, was careful not to alienate the Brazilian élites by his reforms. Posts in the bureaucracy and in the newly founded militias were open to Brazilians; local oligarchies were allowed to invest in the monopoly companies; the introduction of new crops into hitherto unsettled areas and the general expansion and liberalization of trade were designed to favour American as much as European Portuguese. Even the expulsion of the Jesuits, who had always opposed the white settlers’ Indian slaving and occupation of native lands, met with Brazilian approval – the large, well-managed estates of the Jesuits, as well as the Indian labour released by the destruction of the missions, provided excellent economic opportunities for wealthy merchants and planters. Brazil was considered to be fully a part of Portugal, even though it happened to be situated on the other side of the Atlantic Ocean; so much so, that the possibility of transferring the imperial court to Brazil in a time of peril had been mooted in Lisbon as early as the middle of the seventeenth century.

The American and French revolutions were to plunge all of Europe, Portugal included, into ideological and military turmoil.

From Habsburg to Bourbon Spain

The state of Spain was embodied in the weak and imbecilic Charles II, the last of the Habsburg line and a monarch incapable of male issue. Upon his death in 1700 there followed a war among the European powers to decide the Spanish succession. Philip of Anjou, the grandson of Louis XIV of France, eventually acceded to the throne of Spain, but his right to it was recognized by his enemies at the price of important concessions set out in the Treaty of Utrecht of 1713. Flanders and the Italian dominions were lost to Austria and Savoy; Great Britain kept Gibraltar and Minorca, and was allowed the exclusive right to supply African slaves to the Spanish Indies, and to an annual shipload of merchandise for trade with the American colonies; Portugal retained her smuggling centre of Colônia do Sacramento on the east bank of the River Plate. These concessions to Britain and Portugal underscored Spain’s imperial debility, since they infringed, at least for a time, the monopoly of trade with the Indies, which she had done so much to defend. Spain’s sovereignty was now reduced to the Peninsula and her realms in America and the Philippines.

This curtailment of power, though humiliating, at least unburdened Spain of dynastic possessions in Italy and the Low Countries which had drained her over the past two centuries. The Treaty of Utrecht, in fact, forced Spain to relinquish the Habsburg concept of empire, based as it had been on an essentially medieval vision of a supranational constellation of kingdoms under a single sovereign pledged to the defence of Catholic integrity in Europe. The new dynasty of French Bourbons would rule Spain as a European nation state among others, and her still very substantial dominions overseas would be regarded as resources to be exploited economically so as to strengthen her position in the theatre of European power politics. Over the course of the new century, therefore, the Bourbons were to recast the aims and methods of Spanish imperial government.

The spirit of reform significantly altered the ideological basis of the Catholic monarchy, which the Habsburgs, having taken it over from Ferdinand and Isabella, had developed as the guiding principle of their imperial statecraft. The peculiarly Spanish symbiosis of Crown and Church, which endowed the Catholic monarchy with its monopoly of legitimacy, gave way under successive Bourbon kings to a more stringent absolutism of French regalist inspiration. According to this new doctrine of the divine right of kings, the monarch was invested with the authority to rule by God Himself; his power, therefore, was not limited in principle by religious and ethical sanctions upheld by the Church, and much less so by the more ancient, medieval sense of contract with or obligation to his subjects which was still latent in Spain and which had always been much closer to the surface among the conquistadors and their successors in the Indies.

The new regalism permitted the monarch to do what the Habsburgs had been restrained from doing by the force of religious counsel: it allowed the Crown to frame policies on pragmatic grounds of national self-interest. Impracticable chimeras upon which Catholic Spain had spent so much blood and treasure – the defence of orthodoxy against Dutch rebels and English schismatics, the crusade against the Turk, the protection of Indian rights in the New World – no longer needed to be pursued beyond reasonable limits, for the light of reason had to be allowed to filter through the blinds that kept Spain in her neo-medieval ‘darkness’. And yet, those blinds could not be removed altogether; the Catholic Church was too well entrenched in the state and society and, in any case, the Bourbons realized the value of the Church as both a pillar of the social order and a unifying factor in a far-flung empire.

The ideology of the Bourbon reformers has been aptly called the Catholic Enlightenment, for it was a cautious attempt to adjust to the scientific and rationalist spirit of the eighteenth century without disturbing the fundamentals of the Catholic faith.

Evolution of Slavery in Brazil

In practice, the royal legislation concerning the enslavement of Indians was ignored virtually in its entirety by the Portuguese in Brazil. The hunting of Indian slaves was to continue throughout the colonial period. However, the nature of slave-holding in Brazil underwent a slow but eventually decisive change after about the middle of the sixteenth century. Indians along the coast were becoming scarce: as hostilities between settlers and natives grew fiercer, tribes withdrew into the hinterland; at the same time diseases started to thin their ranks. The available labour force was drastically depleted, intensifying the competition between missionaries and planters for Indian manpower.

An obvious solution lay in the importation of African slaves to work on the Brazilian plantations. The Portuguese had been operating a slave-trade along the African coast for nearly a century, and they were splendid mariners, so there was therefore no impediment to extending the trade to the New World. Even though African slaves were more expensive than Indian, there were two distinct advantages to the owners: the Africans had the same immunities to viral infections as the Europeans, and they were reputed to be better suited to the kind of hard labour required on the plantations. The demand for labour in the burgeoning sugar industry of Brazil was to lead to an enormous expansion of the African slave-trade (and demand would grow a few decades later in the 1580s when planters in the islands and coastal areas of the Spanish Indies began to seek a replacement for vanishing Indian manpower).

How many slaves were imported into Brazil is not reliably known, and what figures there are remain in dispute, but it is clear that the numbers were very high. By the end of the sixteenth century there may well have been between 13,000 and 15,000 black slaves in Brazil, constituting some 70 per cent of the labour force on the plantations. The white population of Brazil in around 1585 has been estimated at 29,000. During the first half of the seventeenth century about 4,000 slaves a year were imported into Brazil; from about 1650 to 1680 this figure rose to about 8,000, after which it began to tail off. In the eighteenth century the volume of imports began to increase once more when the gold-mining industry pushed up overall demand – Bahia alone received some 5,000 to 8,000 slaves a year. In the north-east as a whole slaves made up about half the population – over two-thirds in the sugar-growing areas. So many were imported partly because the mortality rate of the black slave population was so high and because its rate of procreation fell consistently below the level of replacement – an index of the tremendous demoralization and physical strain that afflicted the slaves. Philip Curtin estimates that in the course of the seventeenth century Brazil took a 41.8 per cent share of the total number of slaves transported to America.

The arrival of Africans in such huge numbers was to add a new demographic dimension to the Portuguese colonies in the New World. Since such a great part of the population was non-white, race mixture soon produced, as in the Spanish Indies, very many people of intermediate ethnicity – mulattos or pardos (white-black), mamelucos or caboclos (white-Indian) and cafusos (Indian-black). Brazil would become an extremely colour-conscious society, and racial features were an important element in social ranking and cultural identification. The inescapable reality was that the sugar economy, as created in the middle of the sixteenth century, made slavery a founding fact of Brazilian society.

Status Seekers in Spanish Colonies

By the very nature of its foundation, Spanish American society was seigneurial and status-ridden, yet it lacked the means effectively to institutionalize differences in social status. The creole élites had to fall back on less well-defined symbols of status – landed wealth, racial purity and reputation. The standing conferred by landownership can be appreciated by the fact that merchants and mine-owners, once they became sufficiently wealthy, would invariably purchase a hacienda in order to acquire social prestige. This applied also to officials in Crown service. Yet, as we have seen, haciendas were not financially secure enterprises, and so whatever nobility a landed estate conferred could be lost through financial ruin.

A white skin was an indispensable qualification for nobility, for any taint of Indian or African blood would just as surely diminish a creole’s status as suspicion of Jewish ancestry compromised the nobility of a peninsular Spaniard’s lineage. Medieval Spanish concepts of ‘purity of blood’ were thus transferred to the Indies, but given new meaning in a markedly different racial environment: whiteness distinguished those who belonged to the race of the conquerors from the conquered or the enslaved. Hence the obsessive interest shown by American Spaniards in classifying and ranking the various permutations of race (see below). But even racial purity was an unreliable guide to social eminence, for by the late seventeenth century miscegenation had become so widespread that very few families of hacendados were totally free of mixed blood. Since whiteness was no longer a sufficient criterion of superiority, it had to be supplemented, or the lack of it compensated for, by other symbols of social quality – the most powerful of which was the pedigree or reputation of a family.

The surest source of reputation was mando, the power to command subordinates and bestow favours on clients: it was the closest a socially eminent creole could come to the condition of the European aristocrat who had rights of jurisdiction over vassals. Mando was necessarily more diffuse and could be exercised in different spheres. Thus, the higher clergy, the great mine-owners and the very wealthy transatlantic merchants possessed mando and could belong to the upper class. The hacienda, in a sense, was an accessory of mando, not its source; it was the theatre in which a man of authority, whatever the origins of his wealth, could represent to others the extent of this authority in the number of his dependants, clients, retainers, servants and workers. Because it lacked the true stamp of royal approval, nobility in the Indies was highly gestural and charismatic – a matter of striking the right attitudes through lavish acts of generosity, disinterested hospitality, conspicuous consumption or displays of gallantry and honour. Thus the ‘non-economic’ behaviour of the creole upper class – taking out a large mortgage for no other purpose than to endow a chapel, say – was no arbitrary indulgence, but a social performance whose object was to advertise social rank.

Reshaping Catholicism in Spanish Colonies

In summary, the Christianization of the American Indians was highly uneven. Difficult though it is to gauge the depth and quality of religious experience, the overall result of the heroic endeavours of these quite small bands of Spanish missionaries was a syncretism of Catholicism and Indian beliefs for large numbers of natives: beneath the externals of Catholic practice there often persisted an attachment to pagan rites and beliefs. Nevertheless, the balance between paganism and Christianity varied widely from one region to the next, and even between individuals no doubt. Sometimes pagan survivals might endure as little more than popular superstitions or dabblings in magic and sorcery, much as they did in remote parts of rural Spain or Ireland. In the Andes, on the other hand, the residue of pagan beliefs was far more evident and, in many secluded regions of America, pagan cultures survived virtually intact.

Still, there is no doubt that Catholic rites and devotions were observed in the vast majority of Indian settlements throughout the principal areas of Spanish rule. What is more, the sacramental character of Catholic belief, the cult of the Virgin and of the saints, the ritual of the Catholic liturgy, the opulence and splendour of religious architecture, art and music, undoubtedly appealed to the Indians and served to transmute pagan religious feeling into new Christian forms. A remarkable example of this is the cult of the Virgin of Guadalupe among the Indians of Mexico. The church that commemorates the appearance of the Virgin to the Indian peasant Juan Diego in 1531 stands on the site of an Aztec shrine to the goddess Tonantzin, Mother of the Earth. Similarly, the practice of penitential self-flagellation among some Andean peoples may derive from kindred acts of expiation in their ancient religions.

The missionaries themselves evidently had reservations about the effectiveness of their campaign of evangelization. In Mexico, there were early attempts to train a native clergy, but these were abandoned by the 1560s, and, thereafter, Indians were deemed unfit for the priesthood. Despite some efforts by the authorities in Rome in the early seventeenth century to encourage the recruitment of Indians, the clergy of the Indies remained white until well into the eighteenth century. Mestizos were also excluded from holy orders, ostensibly because of their illegitimacy – though there was clearly an element of racial prejudice, for the situation did not improve even after a papal dispensation for illegitimate mestizos was granted in 1576.

The result was that the Church remained a Hispanic and colonial institution and, for all their dedication to the Indians and their defence of native rights against the settlers, the missionary orders never relinquished a tutelary and paternalistic attitude towards the native peoples.

American Elites vs. Masses Under Spanish Rule

In the course of the Spanish Conquest and the decades immediately following it, the imperial structures of the Aztecs and the Incas were destroyed, their royal families and imperial nobility deprived of their power. It was this native ruling aristocracy which had most reason to lament the passing of the old order, and the expressions of their nostalgia and sorrow have come down to us in writings which have all too often been taken as representative of the generality of Indians.

Once the Spaniards had got the upper hand, the Indian aristocracy faced the choice of either collaborating with their conquerors or organizing rebellions in order to recover their former power. As we have seen, the young prince Manco Inca in Peru at first chose collaboration in the hope of outmanœuvring dynastic rivals for the imperial title, but later decided to rebel against the Spaniards once he realized that the conquistadors had no intention of quitting the country. Even in later generations it was possible for aristocratic collaborators to change their minds and attempt to rebel against Spanish power. This type of resistance was élitist and dynastic, having little to do with the defence of the mass of Indians. But dispossession was not, in fact, the fate of the Aztec and Inca nobles; so long as they accepted Spanish sovereignty, they were allowed to retain their aristocratic status in post-Conquest society: they were awarded lands and encomiendas by the Spanish monarch, and their children were educated in schools for nobles, such as the college at Tlatelolco in Mexico and those of Huancayo and Cuzco in Peru.

There were Indian kingdoms which actually formed alliances with the Spanish invaders against their historic enemies. In Mexico the most famous example is that of the Tlaxcalans, who attacked Tenochtitlán and helped Cortés raze the city to the ground; in Peru the support of the Huanca people was crucial to Pizarro’s defeat of the Incas. ‘Such alliances expressed the internal contradictions and discontents that plagued Aztec and Inca rule, and the failure of these empires to eradicate the independent military potential of resentful ethnic kingdoms.’ Even after the Spanish Conquest had been completed, numerous ethnic kingdoms and tribes decided to collaborate with the new masters in order to seek advantage against rivals, regain lost territory or rid themselves of domination by hated enemies. The crumbling of the pre-Hispanic empires had the effect, therefore, of devolving identity and autonomy to subjugated ethnic kingdoms, and of revitalizing the authority of ethnic chieftains. It was this class of chiefs, called pipiltin in Mexico and curacas in Peru, that dealt with the Spaniards and organized their own people to offer tribute and labour services to the Spanish encomenderos.

Within these Indian kingdoms and communities, traditional life went on much as before, and, having accepted the new masters, it made sense also to accept their religion. Even so, relations with the Spaniards were unstable in the aftermath of the Conquest. If a kingdom or tribe came to believe that its interests were no longer being served by alliance with the Spaniards, it might attempt to resist them or even rebel. In Peru during the 1560s the most radical of these rebellions was that of the millenarian movement called Taki Onqoy in the region of Huamanga, where many tribes previously loyal to the Spaniards turned against them in reaction to excessive labour demands, and called for the outright rejection of Spanish law and religion, appealing to their gods to help them expel the invaders.

Yet even though the basic structures of Indian life at the communal and tribal levels remained largely unchanged by the Conquest, none the less many villages, crops and individual lives were destroyed in the course of the wars (in Peru, it must be remembered, a bitter civil war had been raging for several years before the Spaniards arrived). There is no doubt that large numbers of Indians suffered torture and rape at the hands of the conquistadors. Labour for the encomenderos must often, though not always, have been harsh and exploitative, since many Spaniards were not interested in settling down but simply wanted to extract as much wealth as possible from the Indies before returning to Spain. The Conquest also disrupted communities; many Indians took to wandering the countryside as vagabonds or fled the Spaniards to hide in the wilderness. This kind of dislocation was particularly common in Peru, where the mitmaq system, based on ‘vertical archipelagos’ or outlying colonies, partially broke down, leaving many colonists cut off from their tribal homelands. One option for such displaced individuals was to enter the service of Spaniards as part of that class of commoner called naborías in Mexico and yanaconas in Peru – detribalized Indians who used to serve as personal retainers to the Aztec and Inca aristocracies and whom the Spaniards also employed.

Origins of Portugal's Empire

Portugal’s experience of the Reconquest and her Iberian cultural heritage made her share many characteristics with her neighbour Castile, their cognate histories frequently crossing and overlapping with each other. As in the case of Castile, the centuries of fighting against the Muslims produced a society in which religion had a crusading quality and was closely associated with the national identity. The system of land tenure was similar to Castile’s: in the fertile, well-populated north, there were a large number of smallholders and tenant farmers; in the south the latifundium and a seigneurial regime predominated.

The Portuguese were not particularly given to seafaring. Though fishing was significant, most of the population were actually peasants who worked the land. Still, Portuguese society was motivated by aristocratic and military values, and, with its reconquest concluded some two centuries before Castile’s, Portugal’s quest for glory and riches was carried abroad to North Africa and into the Atlantic, where the spirit of adventure of a small minority was to lead to remarkable feats of maritime exploration and empire-building. Exploits overseas, however, went hand in hand with commerce, stimulated by the presence of considerable numbers of Genoese merchants and mariners who had settled along the coast, and especially in Lisbon, which was by far the most populous city.

The Portuguese monarchy in the thirteenth and fourteenth centuries was constantly under threat from ambitious nobles, from a powerful Church, and, not least, from dynastic quarrels in which the hand of Castile was invariably suspected, and with good reason. Relations with Spain would remain ambivalent: the larger neighbour exerted a very powerful influence on culture as well as politics, but there would always exist forces of repulsion, and Portuguese foreign policy was chiefly concerned with maintaining national independence from Castile. Portugal’s long association with England – starting as a trading relationship in the twelfth century and periodically formalized by a series of treaties – stemmed from the need for a strong ally to counterbalance the perennial threat of incorporation by Spain.

A turning-point came in 1385 at the battle of Aljubarrota, when a new king, John of Aviz, nominated by the Portuguese Cortes and aided by English allies, won a victory against Castile and the Portuguese nobles. The long reign of John I (1385–1433) saw the development of a powerful monarchy capable of creating a stable nation state largely free from baronial challenges and galvanized by a renewal of the crusading spirit, though this was now directed towards Africa: the imperial phase of Portuguese history began with the taking of Ceuta in 1415. A few years later, John’s son, Prince Henry the Navigator, established a school of navigation at Sagres on the Algarve and became the patron of the voyages of exploration that would continue long after his death in 1460 and would eventually open Africa, India and the East to the Europeans.

The death of John I was followed by an interlude of aristocratic revolt and dynastic civil wars, the latter overlapping with the wars of succession which put Isabella on the Castilian throne. In Portugal, John II (1481–95) finally imposed order and proceeded, by a combination of murders and executions, to break the power of the nobility and confiscate much of its wealth. It was John II who finally created in Portugal an absolutist nation state resembling the Catholic monarchy of Spain, with the Church playing a crucial role in giving a monopoly of legitimacy to the unifying authority of the Crown.

For eighty years after John’s death, Portugal’s Catholic monarchy supervised the building of one of the most far-flung empires ever to have been created by Europeans: in 1487 the Cape of Good Hope was rounded by Bartholomew Dias; by 1498 Vasco da Gama had reached India; the year 1500 saw another Portuguese expedition discover a land that would eventually become Brazil; in the course of the sixteenth century the Portuguese established bases and factories in Ceylon, Malacca and the Spice Islands of the Indonesian archipelago; by the 1570s they had won a monopoly of the lucrative trade between China and Japan from a base established at Macao on the Chinese mainland in 1557.

Similarities of Native American and Iberian Empires

What occurred in the sixteenth century was not so much the discovery of a New World as the meeting of two branches of humanity which had previously been unknown to each other. For the Indians of America, who had lived a completely isolated existence, the encounter with aliens was inherently traumatic. The European invasions brought much that was radically new in the realm of ideas and values, in agricultural methods, including new crops and animals, in technology, with the introduction of the wheel, iron, guns, ships, tools, and in the economy, where the use of money, profit-making and trade were far more developed than in Indian societies. All these innovations would change and also disrupt the Indian world.

Even so, in the imperial areas of Middle America and the Andes the break with tradition was not total. In the first place, Indians and Iberians had comparable ideas of political sovereignty: the Catholic monarchs of the Iberian kingdoms derived their legitimacy and absolute authority from a divine source, as did the rulers of the Aztecs and the Incas. In both the European and the Amerindian imperial states the religious establishment was closely involved in the business of government; a priestly caste or a Church hierarchy buttressed the state and received numerous privileges, land and tribute from the people. Both kinds of society were seigneurial: Indian nobles, like their Iberian counterparts, owned large estates worked by tribute-paying peasants; they also headed large households composed of extended families or kinship groups, as well as numerous dependants and servants. Relations within these households and between noble clans replicated the reciprocal relationship between the monarch and his people, based as it was on patriarchy and patronage – a man of power would bestow favours in return for the loyalty of his clients and subordinates. Aristocrats valued honour and glory derived from military exploits, for in America as in Iberia there was long experience of conquering and subjugating alien kingdoms. Indeed, James Lockhart and Stuart Schwartz have remarked on the extent to which the expectations of indigenous Americans ‘matched those of the Iberians, whose conquest lore also included notions of tribute imposition, change of religion and allegiance, and manipulation of local rulers, together with at least provisional local autonomy.’

These two worlds – Renaissance Europe and Indian America – met and clashed in the sixteenth century. The consequences of that encounter were manifold and extremely diverse, and, for reasons not wholly attributable to the Iberians, they were destructive for large numbers of Indians. Nevertheless, it has become clear that there existed sufficient political and social similarities between the two worlds, at least in Middle America and in the central Andes, for there to have occurred a fairly rapid process of restructuring and hybridization after the conquest had been completed.

The Inca Vertical Archipelago

In less than a hundred years the Incas had built the most formidable empire in the Western Hemisphere. Like that of the Aztecs, their dominion was characterized essentially by the levying of tribute from scores of subject kingdoms and tribes. But the Incas went much further than the Aztecs in developing a centralized bureaucratic state at the service of a supreme ruling class. In this the physical peculiarities of the Andean region were directly influential.

The geography of the area covered by the Inca empire is marked by great contrasts of climate and terrain. Ascending from the rainless deserts of the coast to the snow-capped peaks of the Andes, one passes through sharply varying ecological environments. On the coast, agriculture is possible only in the vicinity of rivers or on land under irrigation; fishing has therefore always been important. In the highlands, altitude determines the kind of crops that can be produced; for instance, maize will grow well up to 11,000 feet, while at higher levels tubers and grains can be cultivated. In the cold, windswept puna – steppe-like grasslands just below the snow-line – no agriculture is possible, though pasture is available for the llamas, vicuñas and other ruminants that provide meat and wool. Each level forms an ‘ecological tier’ yielding a particular range of produce, and yet there is not enough fertile land on any one tier to sustain a large population. Over the centuries Andean societies developed a way of overcoming this problem by sending out settlers to cultivate crops at different altitudes in order to complement the produce of their native territories. Andean societies were not therefore territorially integrated units, but took rather the form of ‘vertical archipelagos’ comprising the ancestral homeland – which provided the core of tribal identity – and outlying agrarian settlements on a number of ecological tiers specializing in various types of produce for distribution and exchange among the dispersed branches of the tribe. Geography thus produced a unique economic structure, which, in turn, determined social values and practices. Where fertile land, being scarce, needed to be so carefully husbanded, it is little wonder that its distribution had to be closely regulated by the community and that a spirit of co-operation should be so highly prized among members of the tribe. As a result, the two ruling principles of Andean tribal society were redistribution and reciprocity.

As a direct descendant of the Sun God, the supreme Inca was an absolute ruler possessed of an awesome majesty. Just as the sun sustained all living things in the natural world, so the Inca was responsible for the well-being of the social order. In return for his dispensation of justice, his subjects would offer up to him their tribute and labour services. The Inca state, in effect, drew upon elementary tribal relations of reciprocity and mutual aid, and converted them into a sophisticated system of ideological control based upon a relationship between the royal patron and his clients which was not essentially different from that which existed between a contemporary European monarch and his subjects. What many modern writers have seen as unique ‘socialist’ or ‘welfare state’ features of the Inca empire were in reality manifestations of royal patronage. Thus, for instance, the Inca would allow his peasants to graze their animals on common lands as a reward for their labour services on his personal estates. The bulk of the tribute-goods collected from the peasants would go towards provisioning the army, the bureaucracy and other branches of the imperial state, but a portion was kept back in storehouses and released in times of famine by the generosity of the Inca in order to relieve the hunger of the masses. Similarly, the Inca would redistribute some of the tribute to provide for the old and the sick. In the view of Nathan Wachtel, ‘the peasants felt therefore that they shared in the consumption of the produce they delivered as tribute’, though it may be as well to recall that this form of reciprocity rested on the ideological exploitation of peasant labour. Certainly, there was a sharp divide between the hard grind of a peasant’s life in the villages and the leisured circumstances of the Inca nobility and of the curacas (tribal lords) who had been co-opted into the imperial ruling class. These aristocrats – called orejones or ‘big ears’ by the Spaniards because of their custom of distending their ear-lobes with gold discs – possessed private estates and material wealth which they would display as a sign of their power. In addition to the finery of their costume and the delicacy of their diet, they were allowed to practise polygamy and concubinage, and to chew the narcotic coca leaf. These special liberties were strictly forbidden to commoners, for, like all aristocratic societies, the Incas were obsessed with status, and perhaps more than most, the Incas succeeded in using religion to justify social privilege.

Inca religion was very much a family affair, since the supreme Inca and his kin possessed the sacred aura of divine descent. This was another example of the Incas’ conversion of tribal customs into the tools of imperialism.

Aztec Religious Imperialism

The basis of Aztec dominion was the levying of tribute in the form of goods and labour from tribes defeated in battle. Territory was also expropriated and distributed as private estates to deserving Aztec nobles. To maintain their hegemony, the Aztecs planted colonies in conquered lands and supported these with Aztec garrisons. Tribute-collectors would bring back an abundance of goods to Tenochtitlán, not just staples such as maize or beans but also luxuries and trappings of status that the Aztec aristocracy craved – objects of jade and gold, precious stones, quetzal feathers and jaguar skins. Indeed, Aztec conquests were motivated as much by religious and cultural factors as by purely economic needs. Defeated tribes were forced to add the Aztec deities to their pantheon and to adopt the Nahuatl tongue. A major reason for waging war was the taking of prisoners to be sacrificed upon the altars of the great pyramid at Tenochtitlán. The Aztec gods stimulated belligerence by their unceasing demand for human blood, and it is possible that the purpose of the continual ‘wars of flowers’ against the neighbouring Tlaxcalans was to ensure a steady supply of sacrificial victims rather than conquest as such.

The Aztec nobility were able to live in great luxury by adapting the traditional customs and institutions of Middle American tribal culture to their own advantage. The most effective of these adaptations was in the field of myth and religion, for it was religion that underpinned the unquestionable authority of the Aztec emperor or tlatoani (‘he who speaks’), and provided the rationale for conquest and the imposition of tribute. Religion was a particularly effective tool of imperialism because much of the Aztec religion was common to other peoples of Middle America, all of whom could trace their heritage to the Toltecs, the true founders of Nahuatl civilization. Once the Aztecs had started on their imperial expansion, they took pride in styling themselves the heirs of the Toltecs, a claim which served to give their rule a sacred justification.

Post-Bolivarian Blues in Latin America

No one knew more than Bolívar how imperfect the work had been. Independence had been achieved—enlightened forms of government considered—and yet the victors had emerged with no singleness of purpose, no spirit of collegiality. Warlords still wanted to rule their little fiefdoms, their undersized dreams a match for undersized abilities. It was as true in Bolivia as it was in Venezuela: Notions of a larger union seemed pompous, foreign, vaguely threatening. The colonies were dead, but the colonial mentality was very much alive. The new republics were as insular and xenophobic as Spain had encouraged its American satellites to be. Venezuelans saw Peruvians as arrogant royalists. Coastal dwellers saw mountain dwellers as benighted Indians. Southerners saw northerners as outlandish Negroes. “Goodbye, sambo!” someone yelled as General Sucre pulled out of La Paz. No one seemed to want the dream of an amalgamated America.

The cost of liberty, as Bolívar well knew, had been staggering—far more so than in the United States. Vast, populated regions of Latin America had been devastated. A revolution begun by polite society on the assumption that its wins would be painless had become mired in two decades of catastrophic losses, rivaling in carnage the twentieth century’s more heavily armed conflicts. Populations had been cut in half. Regional economies had come to a rumbling halt. Indeed, the republics Bolívar had liberated were far worse off economically than they had been under the Spaniards; whole provinces had been laid waste. Silver mines had been abandoned; farmlands burned to ash, textile production stopped cold. The chance for a new America to create a robust, interregional market had been lost to squabbling border struggles. Although indigenous and black generals appeared in the army for the first time—a phenomenon that would transform the face of South America—the great masses of Indians and blacks were no better off after the revolution. For a long while, they would be far worse off than they had been under Spain’s oppressive laws. Slavery, which Bolívar had worked hard to eradicate, had been supplanted by other forms of subjugation; Creoles had appropriated the Spanish rule. The Americas that were emerging under Bolívar’s horrified eyes were feudalistic, divisive, militaristic, racist, ruled by warlords who strove to keep the ignorant masses blinkered and under bigoted control. Eventually this would change. There is a vast difference, after all, between slavery and freedom; between opportunity and a shut door; between a ballot and totalitarian rule. But those fundamental transformations would take a century and a half to work through the continent. Latin America lay in financial and social ruin, its cities on the verge of anarchy. It was hardly the enlightened world the Liberator had envisioned.

Bolivar's Constitution, 1826

BOLÍVAR’S CONSTITUTION WAS A TESTAMENT to how the social realities of the continent had altered his liberating vision; it was a curious combination of deeply held republican principle and authoritarian rule. He had long feared the lawlessness that a hastily conceived democracy might bring. To hand power too quickly to illiterate masses was to snuff out what little order there was. He had once told a British diplomat in Lima, “If principles of liberty are too rapidly introduced, anarchy and a wholesale purge of whites will be the inevitable consequences.” In other words, he had granted all races equality, but he worried that in the process of institutionalizing it, the blacks and Indians would simply kill off the old aristocracy—the very class from which he hailed. It was exactly what had happened in Haiti. Bolívar’s new constitution meant to free the people, and yet, for their own good, keep them in a tight harness.

His constitution’s proposed division of powers—executive, legislative, judicial—was similar to that of the United States, although he added a fourth branch, a separate electoral college. The legislative branch was to be made up of senators, tribunes, and censors. Senators were to enact and guard the laws; tribunes would deal with money and war; censors would safeguard liberties. The government would offer the people a “moral” education in order to instill principles of civic responsibility. The constitution provided for freedoms of speech, press, work, and passage. It ensured citizens all the benefits of personal security, equality before the law, and a jury-based system of justice. It abolished slavery. It put an end to all social privilege. Up to this point, Bolívar’s constitution resembled—even improved on—its British and United States counterparts. Where it differed starkly was in its conditions for the presidency, and it was here that the document ran aground.

Bolívar had stipulated that the president be appointed for life. To him, presidential power was key; upon it would rest the entire Bolívarian concept of order. Although he claimed that he had rendered the position headless and harmless because a president would be powerless to appoint anyone to the legislative government or to the courts, there was no doubt that the presidency would be the most powerful institution in the land. A president’s influence would extend into perpetuity by virtue of his ability to choose a vice president, who would be his successor. Thus, Bolívar contended, “we shall avoid elections, which always result in that great scourge of republics, anarchy . . . the most imminent and terrible peril of popular government.” He had come a long way from his address to the congress of Angostura seven years before, in which he had roundly averred: “Regular elections are essential to popular government, for nothing is more perilous than to permit one citizen to retain power for an extended period.” In the course of taking his wars of liberation south, he had changed his mind entirely.

When the Bolivian constitution was complete, Bolívar sent that “ark of the covenant” off to Sucre in Bolivia, in a special mission led by his personal aide, Colonel Belford Wilson. Eager to promote its adoption in other republics, he had several editions printed and dispatched to Colombia by the very courier who had delivered Páez’s message begging him to become king. In Peru, his secretary of state made sure that every member of the electoral college had a copy. Bolívar’s constitution, in short, was to be distributed as widely as possible, throughout the Americas as well as strategic points in Europe. As his handiwork circulated, reactions were mixed. The English regarded it as an enlightened charter, generous in its promised liberties, but wise in its mitigation of a “mischievous excess of popular power.” In the United States, on the other hand, legislators were outraged by its provision for a president for life; Southern politicians were infuriated by its abolition of slavery. In South America, opinions were divided. In Chile and Argentina, it was received with moderate praise; in Colombia, it was trooped from town to town by a Venezuelan known to have urged Bolívar to the throne, and so it was no surprise that it was seen as a prologue to monarchy.

Fratricide at Ayacucho, 1827

At eight o’clock, as the sun warmed the morning air, one of the Spanish generals, Juan Antonio Monet, a tall, sturdy man with a russet beard, approached the patriot lines and called out to General José María Córdova, whom he knew from former days. Monet told Córdova that in the royalist ranks, as in the patriot, there were soldiers with relatives on the opposite side: would he allow them to greet each other before hostilities began? When General Córdova consulted with Sucre, the general in chief agreed immediately. And so it was that fifty men of opposing sides met on the slopes of Cundurcunca, among them a number of brothers, to embrace and weep—as one chronicler put it—in a heartbreaking display of farewell. Indeed, for Peruvians as for Venezuelans and Colombians before them, revolution meant fratricide, and men who spoke the same language, held the same religion, even shared flesh and blood, would now set upon one another in defense of an idea. Seeing the heart-wrenching scenes, General Monet asked Córdova if there wasn’t some way to come to terms and avoid the bloodshed. Córdova answered: Only if you recognize American independence and return peacefully to Spain. Monet was taken aback and said as much: Didn’t the young patriot general realize that the Spanish army was vastly superior? Córdova responded that combat would determine whether that was true. Monet walked away shaking his head. There was no turning back.

The battle was fierce, short. The royalists clambered down Cundurcunca in their red, gold, and blue regalia, laboring mightily under the banners, their helmets glinting in the sun. Republicans in dark, somber overcoats lined up to meet them. Cries went up as they watched the enemy troops descend: “Horsemen! Lancers! What you see are hardly warriors! They are not your equals! To freedom!”—and so on, up and down the lines. Before the battle officially began, a young Spanish brigadier was first to attack and first to fall; even so, the royalists took immediate control of the action. General Valdés and his men descended on the republicans like a horde of punishing angels, splitting their formation so wide that it gaped, momentarily helpless. But patriot morale was strong and the setback spurred them to higher resolve. When Córdova cried out, “Soldiers! Man your arms! Move on to victory!” his battalion scrambled to mount a fierce retaliation and soon the course of battle changed. The patriots bayoneted royalists left and right, snatching their silver helmets as trophies. By one in the afternoon, they had taken the heights. By mid-afternoon the field was littered with the fallen. Before sundown, Canterac offered Sucre his unconditional surrender.

Almost three thousand royalists were taken prisoner, surrendering in the face of a daunting republican fervor. Perhaps it was the exhaustion after so many weeks of forced marches; or a terror of Bolívar’s famed barbarian hordes; or the dizzying altitude, which, at thirteen thousand feet, can steal the very breath from a man. Or perhaps what prevailed in the end was Sucre’s brilliant strategy to make the soldiers of the king work harder, climb higher, march longer; and then strike them with a virulent force. The white-haired viceroy La Serna, fighting bravely to the last, had to be carried off the field with injuries; General Miller, who found him by chance in one of the huts where the wounded were nursed, offered the gallant old soldier tea from his saddlebag and insisted that medics attend to him promptly. The dead amounted to 1,800 for Spain; only 300 for the republicans.

San Martin's Plans for Peru, 1822

When they finally spoke about the political system San Martín had in mind for Peru, Bolívar’s suspicions were confirmed. The Protector laid out his plan for establishing a monarchy with a European prince in rule. Bolívar had heard rumors about this, but hoped they weren’t true. A year before, he had sent one of his aides, Diego Ibarra, to Lima, with a letter of congratulations for San Martín and instructions for Ibarra to learn what he could. Was San Martín considering a monarchical plan and, if so, how deeply was he committed to it? “Sound out the general’s spirit,” he ordered Ibarra, “and persuade him, if you can, against any project of erecting a throne in Peru, which would be nothing short of scandalous.” Now he was hearing about a Peruvian king from the Protector himself. San Martín explained to Bolívar that he had spoken about his plan to both viceroys; that he had sent a delegation of diplomats to England months before to discuss just such a throne and which prince or duke might fill it. If England weren’t willing, his delegates would look for qualified candidates in Belgium, France, Russia, Holland, or—even—Spain. It was the reason he had stalled in forming a Peruvian congress or drawing up a Peruvian constitution. As far as San Martín was concerned, the nation was not ready for democracy—education was in a shambles; ignorance abounded; the pillars upon which democracy could depend did not exist. Bolívar might have agreed on this last point, but he was viscerally opposed to royalty, to kings and queens, to that old, musty European system that had required so much American blood to purge. He would not hear of it. Bolívar left the meeting as somber and impenetrable as a sphinx. San Martín left it deeply mortified.

There had been no question that at every point of discussion, San Martín had been the supplicant, Bolívar the khan. The Liberator had everything the Protector needed: a winning army, the acclaim of his people, the luster of success, the recognition of a major world power. But Bolívar had given nothing; instead he had walked away deeply apprehensive of San Martín’s motives.
